Last Year's Texas Power Outage Will Now Cost Natural Gas Customers $3.4 Billion (arstechnica.com) 174

"Texans will be paying for the effects of last February's cold snap for decades to come," reports Ars Technica, "as the state's oil and gas regulator approved a plan for natural gas utilities to recover $3.4 billion in debt they incurred during the storm.

"The regulator, the Railroad Commission, is allowing utilities to issue bonds to cover the debt. As a result, ratepayers could see an increase in their bills for the next 30 years." During the winter storm, natural gas prices spiked as cold temperatures drove demand up while also depressing supply... The governor's office knew of the looming shortages days before they happened, yet the preparations they made did little to alter the course of the disaster... Gas sellers made record profits in just a few days, together bringing in as much as $11 billion, about 70-100 times more than normal, based on spot prices at the time. Meanwhile, many Texans suffered through blackouts and bitter cold, and 210 people died, according to the latest estimate from the Texas Department of State Health Services.

In the wake of the storm, many officials have called on utilities and oil and gas companies to winterize their operations...

Texans aren't the only ones whose bills are higher as a result of producers' and utilities' unwillingness to winterize their equipment. Utilities around the country were forced to buy natural gas at significantly higher prices when Texas' markets went haywire as a result of low supply and high demand. Ratepayers as far away as Minnesota will be paying surcharges for years to come after their utilities had to pay $800 million more than expected for natural gas.

Apple-1 Computer Fetches $400,000 At US Auction (cnn.com) 20

The Apple-1, one of Apple's first computers, fetched $400,000 at auction in the U.S. earlier this week. Slashdot reader schwit1 first shared the news with us. The BBC reports: The rare Hawaiian koa wood-cased Apple-1 -- still functioning -- is one of only 200 made and sold in kit form. The computer has only had two owners, a college professor and his student to whom he sold the machine for $650, said John Moran Auctioneers in California. The sale included user manuals and Apple software on two cassette tapes.

The koa wood case of the auctioned model was added by a pioneering early computer retailer, ByteShop, in California, which took delivery of around 50 of the Apple-1 machines. In 1976, the machines were sold for $666.66, reportedly because Wozniak liked repeating numbers. It is believed there are around 20 such computers in the world still capable of functioning. The auctioned machine is not the highest-grossing Apple-1 computer -- that distinction belongs to a working version that sold for $905,000 at a Bonhams auction in New York in 2014.

America Is Hiring a Record Number of Robots (cnn.com) 91

An anonymous reader quotes a report from CNN: Companies in North America added a record number of robots in the first nine months of this year as they rushed to speed up assembly lines and struggled to add human workers. Factories and other industrial users ordered 29,000 robots, 37% more than during the same period last year, valued at $1.48 billion, according to data compiled by the industry group the Association for Advancing Automation. That surpassed the previous peak set in the same time period in 2017, before the global pandemic upended economies.

The rush to add robots is part of a larger upswing in investment as companies seek to keep up with strong demand, which in some cases has contributed to shortages of key goods. At the same time, many firms have struggled to lure back workers displaced by the pandemic and view robots as an alternative to adding human muscle on their assembly lines. Robots also continue to push into more corners of the economy. Auto companies have long bought most industrial robots. But in 2020, combined sales to other types of businesses surpassed the auto sector for the first time -- and that trend continued this year. In the first nine months of the year, auto-related orders for robots grew 20% to 12,544 units, according to A3, while orders by non-automotive companies expanded 53% to 16,355.

Seagate Unveils First Ever PCIe NVMe HDD (techradar.com) 70

An anonymous reader quotes a report from TechRadar: Seagate has unveiled the first ever hard disk drive (HDD) that utilizes both the NVMe protocol and a PCIe interface, which have historically been used for solid state drives (SSDs) exclusively. As explained in a company blog post, the proof-of-concept HDD is based on a proprietary controller that plays nice with all major protocols (SAS, SATA and NVMe), without requiring a bridge. The NVMe HDD was demoed at the Open Compute Compute Project Summit in a custom JBOD enclosure, with twelve 3.5-inch drives hooked up via a PCIe interface. Although the capacity of the drive is unconfirmed, Seagate used images of the Exos X18 for the presentation, which has a maximum capacity of 18TB.

According to Seagate, there are a number of benefits to bringing the NVMe protocol to HDDs, such as reduced total cost of ownership (TCO), performance improvements, and energy savings. Further, by creating consistency across different types of storage device, NVMe HDDs could drastically simplify datacenter configurations. While current HDDs are nowhere near fast enough to make full use of the latest PCIe standards, technical advances could mean SATA and SAS interfaces are no longer sufficient in future. At this juncture, PCIe NVMe HDDs may become the default. That said, it will take a number of years for these hard drives to enter the mainstream. Seagate says it expects the first samples to be made available to a small selection of customers in Autumn next year, while full commercial rollout is slated for 2024 at the earliest.

Windows 11 SE Won't Be Sold Separately, Can't Be Reinstalled Once Removed (arstechnica.com) 87

An anonymous reader quotes a report from Ars Technica: Microsoft is taking the fight to Chromebooks in schools with the $250 Surface Laptop SE, but inexpensive hardware is only part of the equation. One reason Chromebooks have succeeded in education is because of Chrome OS, which is well-suited for lower-end hardware, easy for IT administrators to manage, and hard to break with errant apps or malware. Microsoft's answer to Chrome OS is Windows 11 SE. Unlike past efforts like Windows in S mode (which is still its own separate thing), Windows 11 SE isn't just a regular version of Windows with a cheaper license or a cut-down version that runs fewer apps. Windows 11 SE defaults to saving all files (including user profile information) to students' OneDrive accounts, and it has had some standard Windows 11 features removed to ensure a "distraction-free" learning environment that performs better on low-end devices. The operating system also gives IT administrators exclusive control over the apps and browser extensions that can be installed and run via Microsoft Intune.

If you're a school IT administrator with a fleet of PC laptops or desktops, you might wonder if you can buy and install Windows 11 SE on hardware you already have so you can benefit from its changes without buying new hardware. The answer, Microsoft tells us, is no. The only way to get Windows 11 SE is on laptops that ship with Windows 11 SE. And if you re-image a Windows 11 SE device with a different version of Windows 10 or Windows 11, it won't even be possible to reinstall Windows 11 SE after that. Steam Deck Delayed, Valve Apologizes (kotaku.com) 27

Valve has delayed the release of its Steam Deck handheld by several months, it announced in a statement today. The anticipated handheld will now start rolling out in February 2022, pushed back from an initial December release. Kotaku reports: "We're sorry about this -- we did our best to work around the global supply chain issues, but due to material shortages, components aren't reaching our manufacturing facilities in time for us to meet our initial launch dates," Valve wrote. "Based on our updated build estimates, Steam Deck will start shipping to customers February 2022. This will be the new start date of the reservation queue -- all reservation holders keep their place in line but dates will shift back accordingly." Apple Will No Longer Break Face ID On Repaired iPhone 13s (arstechnica.com) 63

Apple says it will back off its plan to break Face ID on independently repaired iPhones. Ars Technica reports: The company's often contentious relationship with the repair community was tested again when "unauthorized" iPhone 13 screen replacements started resulting in broken Face ID systems. A new report from The Verge says that Apple "will release a software update that doesn't require you to transfer the microcontroller to keep Face ID working after a screen swap." Screen replacements are the most common smartphone repairs. Apple included a new microcontroller in the iPhone 13's display that pairs each screen with other components in the phone. As iFixit reported, if a third-party repair shop replaced the iPhone 13 display, Apple would disable the phone's Face ID system. [...] After a wave of bad press, it's "crisis averted" for the repair community. It would be nice if this was never an issue in the first place, though.

A Bitcoin Mine In Navajo Nation Flares Tensions (vice.com) 172

An anonymous reader quotes a report from Motherboard: Just outside of Shiprock, New Mexico, on land belonging to the Navajo Nation, a Bitcoin mine owned and operated by a Canadian investment company consumes seven megawatts of power each month -- enough to power 19,600 homes. The operation is run by a firm called WestBlock Capital and mines between 23 and 25 bitcoins per month, equivalent to roughly $1.4 to $1.6 million USD, with a majority of its power coming from renewable solar energy. According to a press release from the mine's parent company, Luxxfolio, the mine accesses these resources "at significantly reduced cost in the bottom decile of global power costs."

But all around the mine, Dine -- citizens of the Navajo Nation -- live without electricity or running water in their homes. The Navajo Tribal Utility Authority (NTUA), the nation's non-profit utility enterprise that initially partnered with Calgary, Alberta blockchain company WestBlock on the mine project, is working to connect more homes on the nation to basic utilities. A short documentary detailing the project by Bitcoin mining hosting company Compass was released last week, framing the mine as a means to achieve sovereignty and economic prosperity for the nation. But some Dine are bristling at the idea of a foreign Bitcoin mining company getting access to dirt cheap electricity while residents in Navajo Nation live without basic utilities like power and running water.

Tyler Puente, who commented on a since-deleted Facebook post from Navajo Nation President Jonathan Nez's Facebook page about the mine's groundbreaking ceremony that Navajo leadership are allowing outsiders to take advantage of Dine, told Motherboard that he sees the Bitcoin mine as a form of "financial colonialism." "I think Bitcoin companies prey on communities like my own," said Puente. "My perspective is that we're being used." To some Dine, WestBlock project resembles a form of crypto-colonialism, a term that describes the exploitation of lands and resources by cryptocurrency and blockchain interests, often under the guise of progressive or egalitarian rhetorics for the host communities.

Rolls-Royce Gets Funding To Develop Mini Nuclear Reactors (bbc.com) 161

PolygamousRanchKid shares a report from the BBC: Rolls-Royce has been backed by a consortium of private investors and the UK government to develop small nuclear reactors to generate cleaner energy. The creation of the Rolls-Royce Small Modular Reactor (SMR) business was announced following a [195 million pound] cash injection from private firms and a [210 million pound] grant from the government. It is hoped the new company could create up to 40,000 jobs by 2050. However, critics say the focus should be on renewable power, not new nuclear.

Rolls-Royce SMR said one of its power stations would occupy about one tenth of the size of a conventional nuclear plant -- the equivalent footprint of two football pitches -- and power approximately one million homes. The firm said a plant would have the capacity to generate 470MW of power, which it added would be the same produced by more than 150 onshore wind turbines. Warren East, Rolls-Royce chief executive, said the company's SMR technology offered a "clean energy solution" which help tackle climate change.

However, Paul Dorfman, chairman of the Nuclear Consulting Group think tank, told the BBC's Today program there was danger that the money spent on nuclear power would hit funding for other power sources. "If nuclear eats all the pies which it is looking to be doing we won't have enough money to do the kind of things we need to do which we know practically and technologically we can do now," he said. Greenpeace's chief scientist Dr Doug Parr said SMRs were still more expensive than renewable technologies and added there was "still no solution to dispose of the radioactive waste they leave behind and no consensus on where they should be located." "What's worse, there's not even a prototype in prospect anytime soon," he added. "The immediate deadline for action is sharp cuts in emissions by 2030, and small reactors will have no role in that."

"IMAX Digital" is coming to all devices that support Disney+ starting this Friday as part of the service's "Disney+ Day" promotion. This "17.1:9" format will land exclusively on 13 Marvel Studios films to start, and the move coincides with the streaming premiere of Shang-Chi and the Legend of the Ten Rings -- a film that skipped Disney's experiment with simultaneous launches in theaters and on Disney+ earlier this year. When a film switches to an IMAX Digital ratio, the usual black bars that signify a wider-screen 21:9 ratio will be reduced, adding approximately 26 percent more image to your HDTV, all framed as originally intended. France will start building its first new nuclear reactors in decades as part of efforts to meet its promises to reduce planet-warming emissions, French President Emmanuel Macron announced Tuesday. The Associated Press reports: He spoke as climate negotiators in Glasgow debate how to speed up efforts against climate change, and amid concerns around Europe about recent spikes in energy prices and the continent's dependence on global gas and oil producers, including Russia. "To guarantee France's energy independence, to guarantee our country's electricity supply, and to reach our goals -- notably carbon neutrality in 2050 -- we will for the first time in decades revive the construction of nuclear reactors in our country, and continue to develop renewable energy," Macron said in a televised address. He did not give any details of the plans.

The screen looks like the biggest drawback on this device, particularly as we weren't fans of the low-resolution screen (1536 x 1024) found on the $549 Surface Laptop Go. Japan To Create Scheme To Subsidize Domestic Chip Output (reuters.com) 24

Japan will create a scheme to subsidize construction of domestic chip factories with a new plant planned by Taiwan's TSMC likely to be the first recipient, the Nikkei newspaper reported on Monday. Reuters reports: The government will set aside several hundreds of billion yen under this year's supplementary budget to create a pool of funds at NEDO, a state-run body promoting research and development on energy and industrial technology, the paper said. Companies will be eligible for the subsidies on condition they ramp up chip production in times of short supply, the Nikkei said without citing sources.

The government is likely to subsidise up to half of TSMC's estimated 1-trillion-yen ($8.82 billion) investment for building a chip plant in Kumamoto, southern Japan, the Nikkei said. The plant in Kumamoto, southern Japan, is expected to produce semiconductors for automobiles, camera image sensors and other products which have been hit by a global chip shortage, and is likely to start operations by 2024, the paper said.

Transparency Activists Dump 1.8 Terabytes of Police Helicopter Surveillance Footage (techdirt.com) 64

On Friday, a transparency activist group known as Distributed Denial of Secrets (DDoSecrets) posted a 1.8-terabyte trove of police helicopter footage to its website. "DDoSecrets cofounder Emma Best says that her group doesn't know the identity of the source who shared the data and that no affiliation or motivation for leaking the files was given," reports Wired. "The source simply said that the two police departments were storing the data in unsecured cloud infrastructure." Techdirt reports: The DDoS release shows law enforcement agencies aren't just deploying choppers to keep an eye on suspects in motion. They're also using them to engage in extended surveillance of people suspected of nothing, hovering over large gatherings and deploying infrared cameras to peer inside of buildings just for the fuck of it. Putting your stuff in the cloud means opening up additional attack vectors for those seeking your secrets. That appears to be the root source of this new leak. What a time to be alive!

Arm CEO Says Industry is Spending $2B a Week to Address Chip Crisis (eetimes.com) 20

Talking at the Web Summit in Lisbon, Arm CEO Simon Segars said this chip-supply crisis was the worst he'd ever seen (according to an EE Times article shared by Slashdot reader dkatana): The most important thing to do to get out of the woods in this situation and minimize similar ones in the future, he argued, is to improve collaboration between all players in the ecosystem. "We need better collaboration across all players in the supply chain. So, make sure we understand the bottlenecks and build resilience into this supply chain in a steady state that works okay. But when you get an event and obviously the pandemic was a Black Swan event, like no other, it froze things off the hillside, and it's very hard to recover."

Segars is optimistic that current and future investments would ease the supply chain in the short term, but he is also cautious about not creating huge expectations. "About $2 billion a week is going to be spent for the next couple of years to add capacity and build new facilities. And that's going to add about 50 percent additional capacity over the next five years...."

Segars predicted next year's Christmas might be much better for gift givers, but that consumers might still consider starting shopping early. And prices might not come down for a while. What is essential, Segars said, is to be patient, collaborate and invest. "Where are we going to be next Christmas? I expect these supply chain constraints to be a little better, but [they] won't be completely fixed because this isn't a short-term problem with a short-term solution. Billions of dollars are going to need to be spent in the coming years. And the decisions that we make today are going to affect the supply of this life, critical materials, semiconductors, over the next decade.

"Will we get this right? Will we spend enough? We spent too much, but we accidentally break the industries? That remains to be seen. That is the challenge that the industry is stepping up to" he added. "And in collaboration, across suppliers and customers and governments, we absolutely have to get it right!"

Segars also pointed out that it's hard to expand wafer production because there's so many different chemicals involved. "I mean virtually the whole periodic table that is used in making semiconductors. You need industrial style, very pure chemicals to feed into these factories downstream... So you need much more than just a chip factory to address these supply chain issues."
