One Year After Net Neutrality Repeal, America's Democrats Warn 'The Fight Continues' (cnet.com) 152

CNET just published a fierce pro-net neutrality editorial co-authored by Nancy Pelosi, the soon-to-be Majority leader in the U.S. House of Representatives, with Mike Doyle, the expected Chairman of the House Subcommittee on Communications and Technology, and Frank Pallone, Jr. the expected Chairman of the House Energy and Commerce Committee.

The three representatives argue that "the Trump FCC ignored millions of comments from Americans pleading to keep strong net neutrality rules in place." The FCC's net neutrality repeal left the market for broadband internet access virtually lawless, giving ISPs an opening to control peoples' online activities at their discretion. Gone are rules that required ISPs to treat all internet traffic equally. Gone are rules that prevented ISPs from speeding up traffic of some websites for a fee or punishing others by slowing their traffic down....

Without the FCC acting as sheriff, it is unfortunately not surprising that big corporations have started exploring ways to change how consumers access the Internet in order to benefit their bottom line.... Research from independent analysts shows that nearly every mobile ISP is throttling at least one streaming video service or using discriminatory boosting practices. Wireless providers are openly throttling video traffic and charging consumers extra for watching high-definition streams. ISPs have rolled out internet plans that favor companies they are affiliated with, despite full-page ads swearing they value net neutrality. And most concerning, an ISP was found throttling so-called "unlimited" plans for a fire department during wildfires in California.

Make no mistake, these new practices are just ISPs sticking a toe in the water. Without an agency with the authority to investigate and punish unfair or discriminatory practices, ISPs will continue taking bolder and more blatantly anti-consumer steps. That is why we have fought over the past year to restore net neutrality rules and put a cop back on the ISP beat. In May, the U.S. Senate passed a bipartisan bill restoring net neutrality rules. Despite the support of a bipartisan majority of Americans, the Republican leadership of the U.S. House of Representatives refused our efforts to bring the bill to the floor for a vote.

Fortunately, the time is fast coming when the people's voices will be heard.

The editorial closes by arguing that "Large corporations will no longer be able to block progress on this important consumer protection issue."

Louisiana Adopts Digital Driver's Licenses (ieee.org) 151

Louisiana is rolling out a new digital driver's license app, called LA Wallet, that will let retailers digitally verify the age of their customers, if required. "According to IEEE Spectrum, Louisiana's Office of Alcohol and Tobacco Control is expected to announce that bars, restaurants, grocery stores and other retails are allowed to accept LA Wallet as proof of age, according to the app's developer, Envoc." From the report: The Baton Rouge-based company launched LA Wallet in June, after two years of collaboration with state officials. But so far only law enforcement officers making routine traffic stops are required to accept the digital driver's license. Next week's announcement would greatly broaden the scope of the app's use. About 71,000 people have downloaded LA Wallet so far, says Calvin Fabre, founder and president of Envoc. The app costs $5.99 in the Google Play and Apple App stores. Users buy it, create an account with some basic information from their physical driver's license, and create a password. That's it. No biometric security -- like iris scans or facial recognition -- required. The app links back to Louisiana's Office of Motor Vehicles database, which completes the digital license with the user's photo and additional information. Any changes to the license, like a suspension or renewal, are updated immediately in the app with a wireless network connection.

To present the license -- say, to a cop during a traffic stop -- the driver (hoping his phone battery isn't dead) opens the app with a password, shows the cop the digital license image, and authenticates it by pressing and holding the screen to reveal a security seal. The license can be flipped over to show a scannable bar code on the back. There's also a handy security feature that allows anyone with the LA Wallet app to authenticate another person's Louisiana digital driver's license. It allows the bar patron to select which information she would like to reveal to the bartender -- in this case, simply the fact that she is over 21. That information is displayed on the phone with a photo and embedded QR code. The bartender scans the code with her app, which tells her that the woman seated on the other side of the bar is indeed over 21. None of the customer's personal information, such as her name, birth date, or address, is displayed or stored on the bartender's phone.

FCC Panel Wants To Tax Internet-Using Businesses, Give the Money To ISPs (arstechnica.com) 243

The FCC's Broadband Deployment Advisory Committee (BDAC), which includes members like AT&T, Comcast, Google Fiber, Sprint, and other ISPs and industry representatives, is proposing a tax on websites to pay for rural broadband. Ars Technica reports: If adopted by states, the recommended tax would apply to subscription-based retail services that require Internet access, such as Netflix, and to advertising-supported services that use the Internet, such as Google and Facebook. The tax would also apply to any small- or medium-sized business that charges subscription fees for online services or uses online advertising. The tax would also apply to any provider of broadband access, such as cable or wireless operators. The collected money would go into state rural broadband deployment funds that would help bring faster Internet access to sparsely populated areas. Similar universal service fees are already assessed on landline phone service and mobile phone service nationwide. Those phone fees contribute to federal programs such as the FCC's Connect America Fund, which pays AT&T and other carriers to deploy broadband in rural areas.

The BDAC tax proposal is part of a "State Model Code for Accelerating Broadband Infrastructure Deployment and Investment." Once finalized by the BDAC, each state would have the option of adopting the code. An AT&T executive who is on the FCC advisory committee argued that the recommended tax should apply even more broadly, to any business that benefits financially from broadband access in any way. The committee ultimately adopted a slightly more narrow recommendation that would apply the tax to subscription services and advertising-supported services only.
The BDAC model code doesn't need approval from FCC commissioners -- "it is adopted by the BDAC as a model code for the states to use, at their discretion," Ajit Pai's spokesperson told Ars. As for how big the proposed taxes would be, the model code says that states "shall determine the appropriate State Universal Service assessment methodology and rate consistent with federal law and FCC policy."

California Considers Text Messaging Tax To Fund Cell Service For Low-Income Residents (thehill.com) 244

According to a report from the California Public Utilities Commission (CPUC), California may soon tax text messaging to help fund programs that make phone service available for low-income residents. The report says the tax would likely be a flat fee added to a monthly bill instead of a per text tax. The Hill reports: The report outlines the shrinking revenue coming from a current tax on the telecommunications industry and argues that a new tax on text messaging should be put in place to make up for it. "From a consumer's point of view, surcharges may be a wash, because if more surcharge revenues come from texting services, less would be needed from voice services," CPUC spokeswoman Constance Gordon said in a statement. "Generally, those consumers who create greater texting revenues may pay a bit more, whereas consumers using more voice services may pay less." "Parties supporting the collection of surcharges on text messaging revenue argue that it will help preserve and advance universal service by increasing the revenue base upon which Public Purpose Programs rely. We agree," the report states. The CTIA, a trade association representing major carriers in the wireless industry, says the tax is anti-competitive and would put carriers at a disadvantage against social media messaging apps from tech companies such as Google and Facebook. The CPUC is expected to vote on the proposal in January 2019.

FCC Gives Carriers the Option To Block Text Messages (cnet.com) 107

An anonymous reader quotes a report from CNET: The Federal Communications Commission said it's getting tough on text message spam by clarifying that phone companies can block unwanted texts. At its monthly meeting Wednesday, the Republican-led agency voted 3-1 to classify SMS text messages as a so-called Title I information service under the Telecom Act. The three Republicans on the FCC, which voted to adopt the classification, said this would allow phone companies to block spam text messages.

FCC Chairman Ajit Pai said the new classification would empower wireless providers to stop unwanted text messages. "The FCC shouldn't make it easier for spammers and scammers to bombard consumers with unwanted texts," he said during the meeting. "And we shouldn't allow unwanted messages to plague wireless messaging services in the same way that unwanted robocalls flood voice services." But he said that's what would happen if the FCC were to classify text messages as a Title II telecommunications service under the law.
Jessica Rosenworcel, the lone Democrat on the FCC, disagrees with the classification. "Today's decision offers consumers no new ability to prevent robotexts," she said."It simply provides that carriers can block our text messages and censor the very content of those messages themselves."

She says the FCC did the same thing to the internet last year when it repealed Obama-era net neutrality rules. "That means on the one-year anniversary of the FCC's misguided net neutrality decision -- which gave your broadband provider the power to block websites and censor online content -- this agency is celebrating by expanding those powers to also include your text messages," she added.

Verizon Admits Defeat With $4.6 Billion AOL-Yahoo Writedown (bloomberg.com) 100

An anonymous reader quotes a report from Bloomberg: Verizon is conceding defeat on its crusade to turn a patchwork of dot-com-era businesses into a thriving online operation. The wireless carrier slashed the value of its AOL and Yahoo acquisitions by $4.6 billion, an acknowledgment that tough competition for digital advertising is leading to shortfalls in revenue and profit. The move will erase almost half the value of the division it had been calling Oath, which houses AOL, Yahoo and other businesses like the Huffington Post. The revision of the Oath division's accounting leaves its goodwill balance -- a measure of the intangible value of an acquisition -- at about $200 million, Verizon said in a filing Tuesday. The unit still has about $5 billion of assets remaining. Verizon also announced yesterday that 10,400 employees are taking buyouts to leave the company. The cuts are "part of an effort to trim the telecom giant's workforce ahead of its push toward 5G," TechCrunch reported.

Facebook Filed a Patent To Calculate Your Future Location (buzzfeednews.com) 104

Facebook has filed several patent applications with the U.S. Patent and Trademark Office for technology that uses your location data to predict where you're going and when you're going to be offline. BuzzFeed News reports: A May 30, 2017, Facebook application titled "Offline Trajectories" describes a method to predict where you'll go next based on your location data. The technology described in the patent would calculate a "transition probability based at least in part on previously logged location data associated with a plurality of users who were at the current location." In other words, the technology could also use the data of other people you know, as well as that of strangers, to make predictions. If the company could predict when you are about to be in an offline area, Facebook content "may be prefetched so that the user may have access to content during the period where there is a lack of connectivity."

Another Facebook patent application titled "Location Prediction Using Wireless Signals on Online Social Networks" describes how tracking the strength of Wi-Fi, Bluetooth, cellular, and near-field communication (NFC) signals could be used to estimate your current location, in order to anticipate where you will go next. This "background signal" information is used as an alternative to GPS because, as the patent describes, it may provide "the advantage of more accurately or precisely determining a geographic location of a user." The technology could learn the category of your current location (e.g., bar or gym), the time of your visit to the location, the hours that entity is open, and the popular hours of the entity.

Yet another Facebook patent application, "Predicting Locations and Movements of Users Based on Historical Locations for Users of an Online System," further details how location data from multiple people would be used to glean location and movement trends and to model location chains. According to the patent application, these could be used for a "variety of applications," including "advertising to users based on locations and for providing insights into the movements of users." The technology could even differentiate movement trends among people who live in a city and who are just visiting a city.
A Facebook spokesperson said in a statement: "We often seek patents for technology we never implement, and patent applications -- such as this one -- should not be taken as an indication of future plans."

At Least One Major Carrier Lied About Its 4G Coverage, FCC Review Finds (arstechnica.com) 46

An anonymous reader quotes a report from Ars Technica: Four months after receiving a complaint claiming that Verizon "grossly overstated" its 4G LTE coverage in government filings, the Federal Communications Commission says that at least one carrier is apparently guilty of significant rules violations. The FCC did not name any specific carrier in its announcement and did not respond to our question about whether Verizon is among the carriers being investigated. But the investigation was apparently triggered by a complaint about Verizon filed in August by the Rural Wireless Association (RWA).

The RWA, which represents rural carriers, made its case to the FCC by submitting speed test data. The speed tests showed the Verizon network wasn't providing 4G LTE service in areas that Verizon claimed to cover, according to the RWA. Inaccurate coverage maps could make it difficult for rural carriers to get money from the Mobility Fund, a government fund intended for unserved areas. "A preliminary review of speed test data submitted through the challenge process suggested significant violations of the Commission's rules," FCC Chairman Ajit Pai said Friday in his announcement of the FCC investigation. The FCC said its investigation focuses on "whether one or more major carriers violated the Mobility Fund Phase II (MF-II) reverse auction's mapping rules and submitted incorrect coverage maps."

Charlie Osborne, writing for ZDNet: However, there is a problem that no-one is talking about: the conflict between the rapid acceleration of wireless technologies and politics which is, unwittingly, going to render some of these improvements potentially pointless.

In the UK and across Europe, there are two laws of particular interest: the EU's 2018 General Data Protection Regulation (GDPR) and the so-called Cookie Law, passed in 2012. Ever heard someone expel a breath and a long list of expletives while they are attempting to look something up, book a service, or fact-check through the Internet on their smartphone? The likelihood is, they've come across both regulations in full force, stirring up annoyance and a rapid, frustrated smashing of fingers to screen as pop-ups scream for consent, T&Cs demand acceptance, and visitors must go through tick-lists of what data they are happy to be collected and in what manner.

The EU's GDPR, which enforced data reform, protection, and collection changes across Europe, has resulted in a plethora of pop-ups which delight in lecturing visitors on data collection practices. Combine these two well-meaning regulations and you have a melting pot of sheer frustration when it comes to mobile browsing. When you are forced to stop and be lectured by pop-ups at every turn which must be manually shut down, one by one, it really doesn't matter how quickly you were brought to the page in the first place.

Thieves Are Boosting the Signal From Key Fobs Inside Homes To Steal Vehicles (www.cbc.ca) 269

An anonymous reader quotes a report from CBC.ca: According to Markham automotive security specialist Jeff Bates, owner of Lockdown Security, wireless key fobs have a role to play in many recent car thefts, with thieves intercepting and rerouting their signals -- even from inside homes -- to open and steal cars. According to Bates, many of these thieves are using a method called "relay theft." Key fobs are constantly broadcasting a signal that communicates with a specific vehicle, he said, and when it comes into a close enough range, the vehicle will open and start. The thief will bring a device close to the home's door, close to where most keys are sitting, to boost the fob's signal. They leave another device near the vehicle, which receives the signal and opens the car. Many people don't realize it, Bates said, but the thieves don't need the fob in the car to drive it away. Bates says, if you have a key fob that can wirelessly unlock/start your car, you should not keep it by the front door.

"If you do live in a house, try to leave your keys either upstairs or ... as far away from the vehicle as possible," he said. "The other thing that you can do is there are products out there that you can put your key fob into," such as a faraday cage -- a box used to block radio signals -- a key pouch, which works similarly, or even a steel box.

Japan's Final Pager Provider To End Its Service In 2019 (bbc.com) 45

Tokyo Telemessage, Japan's last pager provider, has announced that it will end service to its 1,500 remaining users in September 2019. It will bring a national end to telecommunication beepers, 50 years after their introduction. The BBC reports: The once-popular devices are able to receive and show wireless messages. Users would then find a phone to call the sender back. Developed in the 1950s and 1960s, they grew in popularity in the 1980s. By 1996, Tokyo Telemessage had 1.2 million subscribers. However, the rise of mobile phones rendered the pager obsolete, and few remain worldwide. Emergency services, however, continue to use the reliable technology -- including in the UK.

AT&T Will Keep Your Money If You Cancel TV Or Internet In Middle of Billing Cycle (gizmodo.com) 99

An anonymous reader quotes a report from Gizmodo: The telecom giant has announced the end of its prorated credits for some subscribers who cancel a service in the middle of a billing period. AT&T bills service for DirecTV, U-verse TV, AT&T Phone, AT&T Internet, and Fixed Wireless Internet in advance. It previously offered the option to receive a credit for any unused days in a month when a subscriber canceled before the next billing period, but it will now force many customers to ride out the month with nothing in return. The change goes into effect on January 14, 2019, in most states, so if you're considering a change, it's time to plan ahead. If you're even one day into your billing month, you'll presumably have to pay for the full period, according to the company's new policy. You get to keep the service you don't want for that period of time, but, of course, you're canceling because you don't want it. The change will not apply to customers in California, Illinois, New York and, in some instances, Michigan.

Starbucks Says It Will Start Blocking Porn On Its Stores' Wi-Fi In 2019 (nbcnews.com) 218

Starbucks announced that it will start blocking pornography viewing on its stores' Wi-Fi starting in 2019. "A Starbucks representative told NBC News that the viewing of 'egregious content' over its stores' Wi-Fi has always violated its policy, but the company now has a way to stop it," reports NBC News. From the report: "We have identified a solution to prevent this content from being viewed within our stores and we will begin introducing it to our U.S. locations in 2019," the company representative said. The announcement was first reported by Business Insider and comes after a petition from internet-safety advocacy group Enough is Enough garnered more than 26,000 signatures. The nonprofit launched a porn-free campaign aimed at McDonald's and Starbucks in 2014, and it says that while McDonald's "responded rapidly and positively," Starbucks did not.

In a letter that [Enough is Enough CEO Donna Rice Hughes] said she received from Starbucks over the summer, the company vowed to address the issue "once we determine that our customers can access our free Wi-Fi in a way that also doesn't involuntarily block unintended content." Starbucks has not released details about how it plans to restrict the viewing of pornographic sites or illegal content over its Wi-Fi.
In response, the vice president of YouPorn responded by sending a memo to staff banning Starbucks products from company offices starting Jan. 1, 2019.

Amazon May Be Hiding Its Plans To Test New Wireless Tech By Masquerading as a Massage Spa (ieee.org) 20

Wave723 writes: What do a Silicon Valley massage spa, a local community college, and a Californian plastics manufacturer have in common? They will soon be testing hundreds of cutting-edge wireless devices, according to an application for an experimental permit filed last week with the U.S. Federal Communications Commission (FCC). If that sounds unlikely, it is. It seems much more likely that the new devices will actually be tested at three nearby Amazon facilities. These include two buildings belonging to the company's secretive Lab126 research division, and one of the retailer's largest fulfillment centers in the state.

On November 19, a company called Chrome Enterprises LLC sought permission to test up to 450 prototype devices using Citizens Broadband Radio Service (CBRS), a new technology that aims to deliver ultra-fast wireless broadband over shared radio frequencies. In particular, CBRS opens access to a radio frequency band (3.5 Gigahertz) that the FCC had previously set aside for military use, and makes it so that the military can share that band with anyone who buys a router or phone that supports the service, or has a cell phone plan with a carrier that has paid for a sliver of the band.

US Asks Foreign Allies To Avoid Huawei (cnet.com) 185

The US government is reportedly trying to persuade its foreign allies' wireless and internet providers to avoid Huawei equipment. From a report: Officials have spoken to their counterparts and telecom bosses in Germany, Italy, Japan and other friendly countries where the Chinese company's equipment is already in use, the Wall Street Journal reported, citing unnamed sources. The US is reportedly particularly worried about the use of Huawei equipment in countries with American military bases, since most nonsensitive communication travels via commercial networks, and it's concerned about Chinese meddling.

FCC To Consider Making Text Messaging an Information Service, Denying Twilio Petition (fiercewireless.com) 92

The FCC has unveiled a new proposal as part of its plan to help reduce unwanted phone and text spam. From a report: In a move that's sure to make wireless operators happy, the FCC at its December meeting will consider a draft Declaratory Ruling on text messaging that would formally rule text messaging services are information services, not telecommunications services. That means carriers will be able to continue using robotext-blocking and anti-spoofing measures to protect consumers from unwanted text messages. Chairman Ajit Pai revealed the plan in a blog post highlighting items on the Dec. 12 meeting agenda.

"Today's wireless messaging providers apply filtering to prevent large volumes of unwanted messages from ever reaching your phone," Pai wrote. "However, there's been an effort underway to put these successful consumer protections at risk. In 2015, a mass-texting company named Twilio petitioned the FCC, arguing that wireless messaging should be classified as a 'telecommunications service.' This may not seem like a big deal, but such a classification would dramatically curb the ability of wireless providers to use robotext-blocking, anti-spoofing, and other anti-spam features."

That's why he's circulating a Declaratory Ruling that would instead classify wireless messaging as an "information service," denying Twilio's petition [PDF]. "Aside from being a more legally sound approach, this decision would keep the floodgates to a torrent of spam texts closed, remove regulatory uncertainty, and empower providers to continue finding innovative ways to protect consumers from unwanted text messages," Pai said.

US Wireless Data Prices Are Among the Most Expensive On Earth (vice.com) 107

A new study from Finnish research firm Rewheel has found that U.S. wireless consumers pay some of the highest prices for mobile data in the developed world. The mobile data market in the U.S. has the fifth most expensive price per gigabyte smartphone plans among developed nations, and was the most expensive for mobile data overall. Motherboard reports: While the report notes that mobile data prices have dropped 11 percent during the last six months in the States, U.S. mobile data pricing remained significantly higher than 41 countries in the European Union and the Organization for Economic Co-operation and Development. Normally, having four major wireless carriers helps boost competition, in turn lowering prices. But the Rewheel report was quick to note that the often stunted level of competition seen in U.S. wireless is more akin to countries where there's just three major players. Meanwhile, a monopoly over business data connectivity generally keeps consumer mobile prices high. According to the FCC's own data, 73 percent of the special access market (which feeds everything from ATMs to cellular towers) is controlled by one ISP. This varies depending on the market, but it's usually AT&T, Verizon, or CenturyLink. These high prices to connect to cellular towers then impact pricing for the end user and smaller competitors, those same competitors and consumer groups have long argued. Another area where prices were high: mobile hotspots. The report found that Verizon charges users $710 per month for its 100 gigabyte mobile hotspot plan. That same plan costs between $11 and $23 per month in several European countries.

Using Airport and Hotel Wi-Fi Is Much Safer Than It Used To Be (wired.com) 60

As you travel this holiday season, bouncing from airport to airplane to hotel, you'll likely find yourself facing a familiar quandary: Do I really trust this random public Wi-Fi network? As recently as a couple of years ago, the answer was almost certainly a resounding no. But in the year of our lord 2018? Friend, go for it. Wired: This advice comes with plenty of qualifiers. If you're planning to commit crimes online at the Holiday Inn Express, or to visit websites that you'd rather people not know you frequented, you need to take precautionary steps that we'll get to in a minute. Likewise, if you're a high-value target of a sophisticated nation state, stay off of public Wi-Fi at all costs. But for the rest of us? You're probably OK. That's not because hotel and airport Wi-Fi networks have necessarily gotten that much more secure. The web itself has.

"A lot of the former risks, the reasons we used to warn people, those things are gone now," says Chet Wisniewski, principle researcher at security firm Sophos. "It used to be because almost nothing on the internet was encrypted. You could sit there and sniff everything. Or someone could set up a rogue access point and pretend to be Hilton, and then you would connect to them instead of the hotel." In those Wild West days, in other words, signing onto a shared Wi-Fi network exposed you to myriad attacks, from hackers tracking your every move online, to so-called man-in-the-middle efforts that tricked you into entering your passwords, credit card information, or more on phony websites. A cheap, easy to use device called a Wi-Fi Pineapple makes those attacks simple to pull off. All of that's still technically possible. But a critical internet evolution has made those efforts much less effective: the advent of HTTPS.

Microsoft Now Lets You Log Into Outlook, Skype, Xbox Live With No Password (cnet.com) 60

You and 800 million other people now can use hardware authentication keys -- and no password at all -- to log on to Microsoft accounts used for Outlook, Office 365, OneDrive, Skype and Xbox Live. From a report: Microsoft is using a technology called FIDO2, which employs hardware keys for the no-password logon, the company said Tuesday. New versions of Microsoft's Windows 10 operating system and Edge web browser support the technology. The hardware authentication keys plug into laptop USB ports or, for phones, use Bluetooth or NFC wireless communications to help prove who you are. Initially, they worked in combination with a password for dual-factor authentication, but FIDO2 and a related browser technology called WebAuthn expands beyond that to let the company ditch the password altogether.

Microsoft's no-password logon offers three options: the hardware key combined with Windows Hello face recognition technology or fingerprint ID; the hardware key combined with a PIN code; or a phone running the Microsoft Authenticator app. It works with Outlook.com, Office 365, Skype, OneDrive, Cortana, Microsoft Edge, Xbox Live on the PC, Mixer, the Microsoft Store, Bing and the MSN portal site.

Forget the old American campaign slogan of a chicken in every pot, or the Indian politician's common pledge to put rice in every bowl. The New York Times reports: Here in the state of Chhattisgarh, the chief minister, Raman Singh, has promised a smartphone in every home -- and he is using the government-issued devices to reach voters as he campaigns in legislative elections that conclude on Tuesday. [...] The phones are the latest twist in digital campaigning by the B.J.P., which controls the national and state government and is deft at using tools like WhatsApp groups and Facebook posts to influence voters. The B.J.P. government in Rajasthan, which holds state elections next month, is also subsidizing phones and data plans for residents, and party leaders are considering extending the model to other states.

Chhattisgarh's $71 million free-phone program -- known by the acronym SKY after its name in Hindi -- is supposed to bridge the digital divide in this state of 26 million people, which is covered by large patches of forest and counts 7,000 villages that do not even have a wireless data signal. The plan is to add hundreds of cellphone towers and give a basic smartphone to every college student and one woman in every household to connect more families to the internet and help fulfill the central government's goal of a "Digital India." But this election season, many of the 2.9 million people who have received the phones have found themselves targeted by the B.J.P.
