Ministers Mull Allowing Private Firms to Make Profit From NHS Data In AI Push 35

UK ministers are considering allowing private companies to profit from anonymized NHS data as part of a push to leverage AI for medical advancements, despite concerns over privacy and ethical risks. The Guardian reports: Keir Starmer on Monday announced a push to open up the government to AI innovation, including allowing companies to use anonymized patient data to develop new treatments, drugs and diagnostic tools. With the prime minister and the chancellor, Rachel Reeves, under pressure over Britain's economic outlook, Starmer said AI could bolster the country's anaemic growth, as he put concerns over privacy, disinformation and discrimination to one side.

"We are in a unique position in this country, because we've got the National Health Service, and the use of that data has already driven forward advances in medicine, and will continue to do so," he told an audience in east London. "We have to see this as a huge opportunity that will impact on the lives of millions of people really profoundly." Starmer added: "It is important that we keep control of that data. I completely accept that challenge, and we will also do so, but I don't think that we should have a defensive stance here that will inhibit the sort of breakthroughs that we need."

The move to embrace the potential of AI rather than its risks comes at a difficult moment for the prime minister, with financial markets having driven UK borrowing costs to a 30-year high and the pound hitting new lows against the dollar. Starmer said on Monday that AI could help give the UK the economic boost it needed, adding that the technology had the potential "to increase productivity hugely, to do things differently, to provide a better economy that works in a different way in the future." Part of that, as detailed in a report by the technology investor Matt Clifford, will be to create new datasets for startups and researchers to train their AI models.

Data from various sources will be included, such as content from the National Archives and the BBC, as well as anonymized NHS records. Officials are working out the details on how those records will be shared, but said on Monday that they would take into account national security and ethical concerns. Starmer's aides say the public sector will keep "control" of the data, but added that could still allow it to be used for commercial purposes.

The government is primarily seeking to expand data center capacity across the U.K. to boost developers of powerful AI models which rely on high-performance computing equipment hosted in remote locations to train and run their systems. A target of increasing "sovereign," or public sector, compute capacity in the U.K. by twentyfold by 2030 has been set... To further bolster Britain's computing infrastructure, the government also committed to setting up several AI "growth zones," where rules on planning permission will be relaxed in certain places to allow for the creation of new data centers. Meanwhile, an "AI Energy Council" formed of industry leaders from both energy and AI will be set up to explore the role of renewable and low-carbon sources of energy, like nuclear...

Britain plans to use the AI growth zones and a newly established National Data Library to connect public institutions — such as universities — to enhance the country's ability to create "sovereign" AI models which aren't reliant on Silicon Valley... Last month, the government announced a consultation on measures to regulate the use of copyrighted content to train AI models.

Google Wants to Track Your Digital Fingerprints Again (mashable.com) 54

Google is reintroducing "digital fingerprinting" in five weeks, reports Mashable, describing it as "a data collection process that ingests all of your online signals (from IP address to complex browser information) and pinpoints unique users or devices." Or, to put it another way, Google "is tracking your online behavior in the name of advertising."

The UK's Information Commissioner's Office called Google's decision "irresponsible": it is likely to reduce people's choice and control over how their information is collected. The change to Google's policy means that fingerprinting could now replace the functions of third-party cookies... Google itself has previously said that fingerprinting does not meet users' expectations for privacy, as users cannot easily consent to it as they would cookies. This in turn means they cannot control how their information is collected. To quote Google's own position on fingerprinting from 2019: "We think this subverts user choice and is wrong...." When the new policy comes into force on 16 February 2025, organisations using Google's advertising technology will be able to deploy fingerprinting without being in breach of Google's own policies. Given Google's position and scale in the online advertising ecosystem, this is significant.
Their post ends with a warning that those hoping to use fingerprinting for advertising "will need to demonstrate how they are complying with the requirements of data protection law. These include providing users with transparency, securing freely-given consent, ensuring fair processing and upholding information rights such as the right to erasure."

But security and privacy researcher Lukasz Olejnik asks if Google's move is the biggest privacy erosion in 10 years.... Could this mark the end of nearly a decade of progress in internet and web privacy? It would be unfortunate if the newly developing AI economy started from a decrease of privacy and data protection standards. Some analysts or observers might then be inclined to wonder whether this approach to privacy online might signal similar attitudes in other future Google products, like AI... The shift is rather drastic. Where clear restrictions once existed, the new policy removes the prohibition (so allows such uses) and now only requires disclosure... [I]f the ICO's claims about Google sharing IP addresses within the adtech ecosystem are accurate, this represents a significant policy shift with critical implications for privacy, trust, and the integrity of previously proposed Privacy Sandbox initiatives.
Their post includes a disturbing thought. "Reversing the stance on fingerprinting could open the door to further data collection, including to crafting dynamic, generative AI-powered ads tailored with huge precision. Indeed, such applications would require new data..."

DEF CON's Hacker-In-Chief Faces Fortune In Medical Bills 127

The Register's Connor Jones reports: Marc Rogers, DEF CON's head of security, faces tens of thousands of dollars in medical bills following an accident that left him with a broken neck and temporary quadriplegia. The prominent industry figure, whose work has spanned roles at tech companies such as Vodafone and Okta, including ensuring the story lines on Mr Robot and The Real Hustle were factually sound, is recovering in hospital. [...] Rogers said it will be around four to six weeks before he returns to basic independence and is able to travel, but a full recovery will take up to six months. He begins a course of physical therapy today, but his insurance will only cover the first of three required weeks, prompting friends to set up a fundraiser to cover the difference.

Rogers has an impressive cyber CV. Beginning life in cybersecurity back in the '80s when he went by the handle Cjunky, he has gone on to assume various high profile roles in the industry. In addition to the decade leading Vodafone UK's cybersecurity and being the VP of cybersecurity strategy at Okta, as already mentioned, Rogers has also worked as head of security at Cloudflare and founded Vectra, among other experiences. Now he heads up security at DEF CON, is a member of the Ransomware Taskforce, and is the co-founder and CTO at AI observability startup nbhd.ai.

If you hadn't heard of him from any of these roles, or from his work in the entertainment biz, he's also known for his famous research into Apple's Touch ID sensor, which he was able to compromise on both the iPhone 5S and 6 during his time as principal researcher at Lookout. Other consumer-grade kit to get the Rogers treatment include the short-lived Google Glass devices, also while he was at Lookout, and the Tesla Model S back in 2015.
"It's a sad fact that in the US GoFundMe has become the de facto standard for covering insurance shortfalls," Rogers said. "I will be forever grateful to my friends who stood it up for me and those who donated to it so that I can resume making bad guys cry as soon as feasibly possible."

An anonymous reader shares a report: As music sales and streaming revenue reaches a high of $3 billion -- the highest since 2001, not accounting for significant inflation -- the UK video game market, which has grown almost continually for decades, has shrunk by 4.4%. The most significant decline was in boxed video game sales, down 35%.

Data from Digital Entertainment and Retail Association (ERA) puts the total worth of the UK video game market in 2024 at $5.7 billion, double the music market and behind TV and movies at $6.2 billion. The numbers show a shift in players' purchasing habits that has been ongoing for years, from physical games to digital downloads and in-game purchases in popular, established games such as Fortnite and Roblox. Boxed games now account for 27.7% of new game sales in the UK, according to ERA data.

Chinese RISC-V Project Teases 2025 Debut of Freely Licensed Advanced Chip Design (theregister.com) 110

China's Xiangshan project aims to deliver a high-performance RISC-V processor by 2025. If it succeeds, it could be "enormously significant" for three reasons, writes The Register's Simon Sharwood. It would elevate RISC-V from low-end silicon to datacenter-level capabilities, leverage the open-source Mulan PSL-2.0 license to disrupt proprietary chip models like Arm and Intel, and reduce China's dependence on foreign technology, mitigating the impact of international sanctions on advanced processors. From the report: The prospect of a 2025 debut appeared on Sunday in a post to Chinese social media service Weibo, penned by Yungang Bao of the Institute of Computing Technology at the Chinese Academy of Sciences. The academy has created a project called Xiangshan that aims to use the permissively licensed RISC-V ISA to create a high-performance chip, with the Scala source code to the designs openly available.

Bao is a leader of the project, and has described the team's ambition to create a company that does for RISC-V what Red Hat did for Linux -- although he said that before Red Hat changed the way it made the source code of RHEL available to the public. The Xiangshan project has previously aspired to six-monthly releases, though it appears its latest design to be taped out was a second-gen chip named Nanhu that emerged in late 2023. That silicon ran at 2GHz and was built on a 14nm process node. The project has since worked on a third-gen design, named Kunminghu, and published the image [here] depicting an overview of its non-trivial micro-architecture.

Thailand has banned plastic waste imports over concerns about toxic pollution, as experts warn that failure to agree a global treaty to cut plastic waste will harm human health. From a report: A law banning imports of plastic waste came into force this month in Thailand, after years of campaigning by activists. Thailand is one of several south-east Asian countries that has historically been paid to receive plastic waste from developed nations. The country became a leading destination for exports of plastic waste from Europe, the US, the UK and Japan in 2018 after China, the world's biggest market for household waste, imposed a ban.

Japan is one of the biggest exporters of waste plastic to Thailand, with about 50m kg exported in 2023. Thai customs officials said more than 1.1m tonnes of plastic scraps were imported between 2018 and 2021. Imports of plastic were often mismanaged in Thailand, with many factories burning the waste rather than recycling it, leading to damage to human health and the environment.

Intel Says New Laptop Chips Will Extend Computer Battery Life (yahoo.com) 29

Intel, which has been fending off mounting competition in notebook processors, says a new range of chips will help enable the longest battery life available in laptops. From a report: New computers based on the latest version of its Core Ultra processors will go on sale starting this month, the company said Monday at CES, an annual consumer electronics show.

Intel was for decades the world's largest chipmaker thanks to its dominance of the computer processor market. Production technology stumbles and slow product introductions have opened the door to both long-time rivals and firms just entering the space. The company's board last month ousted its chief executive officer, citing the need to improve its offerings.

The new chips, intended for corporate PCs and high-end consumer devices, are aimed at boosting performance in two areas the company considers key selling points: battery life and the ability to run artificial intelligence functions. According to Intel, an HP laptop that uses one of the new processors can run Microsoft's Teams software for as long as 10.5 hours on a single charge. It can go 20.3 hours between charges when the user is running Microsoft's cloud-based 365 suite, Intel added. By comparison, Intel says a Dell device using a Qualcomm Snapdragon processor can last as long as 9.2 hours and 18.5 hours, respectively, under those conditions.

Billionaires and Tech Barons Vying To Build a Private Space Station (telegraph.co.uk) 61

"Private space stations have been raising billions of dollars in an effort to build future hubs — and even one day cities — in orbit," according to a recent report from the U.K. newspaper, the Telegraph: Axiom Space, a US business aiming to build its own station, has raised more than $500m (£400m). Vast, a space business backed by crypto billionaire Jed McCaleb, is plotting two stations before the end of the decade. Gravitics, meanwhile, has raised tens of millions of dollars for its modular space "real estate". Nasa itself, along with other space agencies, is planning a further station, Lunar Gateway, which will orbit the Moon. Jeff Bezos's Blue Origin has also announced plans to build a space station by 2027, called Orbital Reef, which it has described as an orbital "mixed-use business park". Working with US aerospace business Sierra Space, Orbital Reef will be made up of inflatable pods, which can be launched on a regular rocket before being "blown up" in space. Sierra Space says these modules could house in-space manufacturing or pharmaceutical technology...

Since 2021, Nasa has also offered to pay hundreds of millions of dollars to private companies to develop commercial space stations that could succeed the ISS. So far, it has handed $400m to companies including Axiom, Blue Origin (which is working with Sierra Space), and Northrop Grumman... Vast hopes to launch its first space station, Haven-1, as soon as 2025. This simple module will be the first privately-run space station and will be occupied by a crew of four over four two week expeditions... While Vast was not one of the businesses to secure funding from Nasa, it hopes by launching the first proof-of-concept space station as soon as next year it can leapfrog rival efforts and claim the agency as an anchor customer. From there, it can target other space agencies or companies looking to conduct research.

UK Bosses Try To Turn Back Clock On Hybrid Working (theguardian.com) 38

As UK workers face a tougher-than-usual January return to offices, many large employers, including Amazon, BT, PwC, and Santander, are enforcing stricter in-person attendance mandates. The Guardian reports: As of 1 January, BT is requiring its 50,000 office-based employees across the UK and several other countries to attend three days a week in what it calls a "three together, two wherever" approach. Workers at the telecoms company have been told that office entry and exit data will be used to monitor attendance. The accountancy firm PwC is also clamping down on remote working; the Spanish-owned bank Santander is formalizing attendance requirements for its 10,000 UK staff; the digital bank Starling has ordered staff back to the office more regularly; and the supermarket chain Asda has made a three-day office week compulsory for thousands of workers at its Leeds and Leicester sites. The international picture is similar. [...]

Multiple studies suggest that the future of work is flexible, with time split between the office and home or another location, in what has been called "the new normal" by the Office for National Statistics. The ONS found in its latest survey that hybrid was the standard pattern for more than a quarter (28%) of working adults in Great Britain in autumn 2024. At the same time, working entirely remotely had fallen since 2021, it found. One of the most frequently reported business reasons for hybrid working was "improved staff wellbeing," the ONS found, while those who worked from home saved an average of 56 minutes each day by dodging the commute.

UK staff have been slower to return to their desks after the pandemic than their counterparts in France, Germany, Italy, Spain and the US. London, in particular, has lagged behind other global cities including Paris and New York, according to recent research from the Centre for Cities thinktank, where workers spent on average 2.7 days a week in the office, attendance levels similar to Toronto and Sydney. It cited the cost, and average length of the commute in and around the UK capital as one of the main reasons for the trend. Despite this, there has been a "slow but steady increase in both attendance and desk use" in British offices, according to AWA, which tracked a 4% rise in attendance, from 29% to 33%, between July 2022 and September 2024.
"Hybrid working is here, it's not going away," said Andrew Mawson, the founder of Advanced Workplace Associates (AWA), a workplace transformation consultancy. "Even though companies are trying to mandate, foolishly in my view, to have their people in the office on a certain number of days, the true reality of it is different."

Britain recorded its cleanest electricity generation in 2024, with carbon dioxide emissions falling to 124g per kilowatt hour, down from 419g in 2014, according to analysis by Carbon Brief released Thursday.

Scientist's 'Ruthlessly Imaginative' 1925 Predictions For the Future (theguardian.com) 44

An anonymous reader quotes a report from The Guardian: When the scientist and inventor Prof Archibald Montgomery Low predicted "a day in the life of a man of the future" one century ago, his prophecies were sometimes dismissed as "ruthlessly imaginative." They included, reported the London Daily News in 1925, "such horrors" as being woken by radio alarm clock; communications "by personal radio set"; breakfasting "with loudspeaker news and television glimpses of events"; shopping by moving stairways and moving pavements. One hundred years after Low's publication of his book The Future some of his forecasts were spot on. Others, including his prophecy that everyone would be wearing synthetic felt one-piece suits and hats, less so.

Researchers from the online genealogy service Findmypast, have excavated accounts of Low's predictions from its extensive digital archive of historical newspapers available to the public and included them in a collection on its website of forecasts made for 2025 by people a century ago. Low, born in 1888, was an engineer, research physicist, inventor and author. A pioneer in many fields, he invented the first powered drone, worked on the development of television, was known as the "father of radio guidance systems" for his work on planes, torpedo boats and guided rockets and reportedly attracted at least two unsuccessful assassination attempts by the Germans.
"It's amazing that a century ago, one visionary scientist could predict how emerging technology -- in its infancy at the time -- could have changed the world by 2025," said Jen Baldwin, a research specialist at Findmypast. "It makes you stop to wonder how the advancements we see around us today will be experienced by our own descendants."

Traditional barcodes are set to be replaced by next-generation QR-style codes by 2027, offering enhanced functionality such as embedding sell-by dates, allergens, and recycling information. The Guardian reports: Tesco has started using them on some products, and other trials have suggested that waste of perishable food such as poultry can be cut by embedding sell-by dates in the new QR-style codes, allowing for more dynamic discounting. QR (quick response) codes will allow customers to instantly access more information about the product, including how to recycle batteries, clothes and building materials when tougher environmental regulations bite. But they will also put a greater demand on the world's cloud computing resources, where the extra data they contain will be stored -- meaning a potentially greater carbon footprint.

The first barcode was read in an Ohio supermarket in June 1974 when a packet of Juicy Fruit chewing gum was rung up. It was devised by Joe Woodland, an inventor who had been implored by a retailer frustrated at losing profits, to speed up checkout queues and stocktaking. Coca-Cola has used the new generation of codes in parts of Latin America for refillable bottles, with the QR code allowing the counting of refills so that a requirement of 25 before recycling can be enforced. The Australian supermarket chain Woolworths is said to have reduced food waste by up to 40% in some areas, as the codes allow stores to better spot products approaching expiry and discount more efficiently.
"We've defined an ambition that by the end of 2027 all retailers in the world will be able to read those next-generation barcodes," said Renaud de Barbuat, the president and chief executive of GS1. "We think it's doable ... It represents some investment on the part of retailers to adapt their point-of-sale systems, but it's already well under way."

Anne Godfrey, the chief executive of GS1 UK, said: "This has been in the works for some time, but Covid really accelerated it. During the pandemic, everyone got used to pointing their phones at QR codes in pubs and restaurants to access the menu."

LEAP 71 Hot-Fires Advanced Aerospike Rocket Engine Designed by AI (newatlas.com) 26

Long-time Slashdot reader schwit1 writes: The Dubai-based startup LEAP71, focused on using AI software to quickly develop rocket engine designs it can then 3D print, has successfully test fired a prototype aerospike engine on December 18, 2024 during a static fire test campaign conducted in the United Kingdom.
Along the way they tackled a problem with bell-shaped rocket nozzles, writes New Atlas. "A rocket that works very well on liftoff will work less well as it rises in the atmosphere and the air pressure decreases. This is why second- and third-stage rocket engines are different from those of the first stage." Ideally, engineers want an engine that can adjust itself automatically to changes in air pressure. An aerospike does this by shaping the engine into a spike or plug with a curve like that of the inside of a rocket bell. As the combustion gases flow from the engine over the spike, the curve acts as one side of the bell and the surrounding air as the outside curve. As the air pressure changes, so does the shape of the virtual bell. There have been a number of aerospike engines developed since the 1950s and one has actually gone airborne, but there's still a long way to go when it comes to turning a promising idea into a practical space engine.

LEAP 71's contribution to the effort is to apply its Noyron Large Computational Engineering Model to the problem. It's an AI programmed and trained by aerospace experts to take a given set of input parameters and use them to create a design that meets those parameters by inferring physical interactions of various factors, including thermal behaviors and projected performance. The results of this are then fed back into the AI model to fine tune it as it presents computed performance parameters, the geometry of the engine, the parameters of the manufacturing process, and other details.

"Despite their clear advantages, Aerospikes are not used in space access today," LEAP 71's co-founder said in a statement. "We want to change that. Noyron allows us to radically cut the time we need to re-engineer and iterate after a test and enables us to converge rapidly on an optimal design."

Aerospikes "are more compact and significantly more efficient across various atmospheric pressures, including the vacuum of space," the company said this week — announcing the successful hot-firing of their Aerospike engine, and calling it "one of the most advanced and elusive rocket engines ever created..." By leveraging the power of Noyron's computational AI, the thruster was developed in a matter of weeks, manufactured as a monolithic piece of copper through industrial 3D printing, and put on the test stand, where it worked successfully on the first attempt...

The Aerospike was fired on December 18th, 2024, as part of a four-engines-in-four-days campaign conducted by LEAPâ71 at Airborne Engineering in Westcott, UK. The company will process the collected data to fine-tune Noyron for the next iteration of engines and continue testing in 2025, with the goal of making Aerospikes a viable option for modern spacecraft.

It's the computer-making commercial subsidiary of their larger educational charity, the Raspberry Pi Foundation. "Access to the public market will enable us to build more of the products you love, faster," explained CEO Eben Upton in June. And in May Foundation head Philip Colligan added that beyond the $50 million already donated to their educational charity by the commercial subsidiary, the IPO would allow the conversion of some stock sales to "an endowment that we will use to fund our educational programmes... The Foundation will use any funds that we raise through the sale of shares at the IPO — or subsequently — to advance our ambitious global strategy to enable every young person to realise their full potential through the power of computing and digital technologies."

So how's that working out? A finance site called Proactive Investors UK reports that in September Raspbery Pi Holdings plc "reported underlying profits (EBITDA) of US$20.9 million, up by 55% from a year ago, on revenues up 61% to US$144 million... The Pi 5 single-board computer (SBC), launched at the end of last October [2023], sold 1.1 million units in the first half, with overall unit growth at 31%."

And then in December its stock price suddenly shot up to more than double where it was at the end of November — giving Raspbery Pi Holdings plc a valuation "just under £1.3 billion."

One Third of Adults Can't Delete Device Data 50

The UK's Information Commissioner's Office (ICO) warns that while most adults recognize the importance of wiping personal data from old devices, nearly 30% don't know how, and a significant number of young people either don't care or find it too cumbersome. The Register reports: Clearing personal data off an old device is an important step before ditching it or handing it on to another user. However, almost three in ten (29 percent) of adults don't know how to remove the information, according to a survey of 2,170 members of the UK public. Seventy-one percent agreed that wiping a device was important, but almost a quarter (24 percent) reckoned it was too arduous. This means that the drawer of dusty devices is set to swell -- three-quarters of respondents reported hanging on to at least one old device, and a fifth did so because they were worried about their personal information. More than one in five (21 percent) of young people in the survey didn't think it was important to wipe personal data, while 23 percent said they didn't care about what might happen to that data. Fourteen percent of people aged 18-34 said they wouldn't bother wiping their devices at all, compared to just 4 percent of people over 55. On the plus side, the majority (84 percent) of respondents said they would ensure data was erased before disposing of a device. Alternatively, some might not worry about it and stick it in that special drawer alongside all the cables that might be needed one day.
