The Walls Are Closing In On John Deere's Tractor Repair Monopoly (404media.co) 107

samleecole writes: For the last decade, farmers have been warning that John Deere, a company celebrated by farmers, country musicians, and politicians, has been doing something else very American: Concentrating power, stripping away the ownership rights of people who buy their products, and adding a bevy of artificial, software-based repair restrictions that have effectively created a regime in which farmers can no longer fix their own tractors, combines, harvesters, and other agricultural equipment. Farmers have resorted to pirating John Deere's software and firmware on underground forums and torrent sites, and have used software cracked by Ukrainian pirates in order to simply fix the things they own. Farmers often have to wait days or weeks for an "authorized" John Deere dealership to come to their farms to repair their equipment, meanwhile their crops die on the vine.

For years, very little happened to slow down John Deere's march toward total control of the repair market. But interviews with farmers, activists, and lawyers, and a review of court records reveal a turn in the story: There is increased scrutiny on Deere's repair practices not just in this class action lawsuit, but from state legislators, the White House, and a series of federal agencies. The walls on Deere's repair monopoly may finally be closing in.

Biden Admin Shells Out $120 Million To Return Chip Startup To US Ownership (theregister.com) 45

Brandon Vigliarolo reports via The Register: Not everything in the semiconductor industry is about shearing off every last nanometer, which is why the Biden administration is splashing out CHIPS Act funding to those pursuing less cutting edge processor production. Case in point, today's announcement that Bloomington, Minnesota-based Polar Semiconductor could be getting up to $120 million in CHIPS funds to double production capacity over the next two years, along with a possible buyout to return the business to U.S. hands.

Polar, which manufactures semiconductors used primarily for the energy industry and electric vehicles, will use the funds to double its production capacity of sensor and power chips and upgrade its manufacturing kit, as well as adding 160 jobs to boot. Along with expanding production, the U.S. Department of Commerce said the funding would trigger additional private capital investment to "transform Polar from a majority foreign-owned in-house manufacturer to a majority U.S.-owned commercial foundry, expanding opportunities for U.S. chip designers to innovate and produce technologies domestically." In other words - sure it'll expand the output, but the real win is another majority U.S.-owned foundry for the White House to tout.

According to its website, Polar is currently owned by Korean conglomerate SK Group and serves as the primary fab and engineering center for Japanese firm Sanken Electric. Not exactly companies in countries with poor U.S. relations - but overseas owners, nonetheless. "This proposed investment in Polar will crowd in private capital, which will help make Polar a U.S.-based, independent foundry," said U.S. Commerce secretary Gina Raimondo. "They will be able to expand their customer base and create a stable domestic supply of critical chips, made in America's heartland."

OpenAI CEO Sam Altman gave an hour-long interview to the "All-In" podcast (hosted by Chamath Palihapitiya, Jason Calacanis, David Sacks and David Friedberg).

And when asked about this summer's launch of the next version of ChatGPT, Altman said they hoped to "be thoughtful about how we do it, like we may release it in a different way than we've released previous models...

Altman: One of the things that we really want to do is figure out how to make more advanced technology available to free users too. I think that's a super-important part of our mission, and this idea that we build AI tools and make them super-widely available — free or, you know, not-that-expensive, whatever that is — so that people can use them to go kind of invent the future, rather than the magic AGI in the sky inventing the future, and showering it down upon us. That seems like a much better path. It seems like a more inspiring path.

I also think it's where things are actually heading. So it makes me sad that we have not figured out how to make GPT4-level technology available to free users. It's something we really want to do...

Q: It's just very expensive, I take it?

Altman: It's very expensive.

But Altman said later he's confident they'll be able to reduce cost. Altman: I don't know, like, when we get to intelligence too cheap to meter, and so fast that it feels instantaneous to us, and everything else, but I do believe we can get there for, you know, a pretty high level of intelligence. It's important to us, it's clearly important to users, and it'll unlock a lot of stuff.
Altman also thinks there's "great roles for both" open-source and closed-source models, saying "We've open-sourced some stuff, we'll open-source more stuff in the future.

"But really, our mission is to build toward AGI, and to figure out how to broadly distribute its benefits... " Altman even said later that "A huge part of what we try to do is put the technology in the hands of people..." Altman: The fact that we have so many people using a free version of ChatGPT that we don't — you know, we don't run ads on, we don't try to make money on it, we just put it out there because we want people to have these tools — I think has done a lot to provide a lot of value... But also to get the world really thoughtful about what's happening here. It feels to me like we just stumbled on a new fact of nature or science or whatever you want to call it... I am sure, like any other industry, I would expect there to be multiple approaches and different peoiple like different ones.
Later Altman said he was "super-excited" about the possibility of an AI tutor that could reinvent how people learn, and "doing faster and better scientific discovery... that will be a triumph."

But at some point the discussion led him to where the power of AI intersects with the concept of a universal basic income: Altman: Giving people money is not going to go solve all the problems. It is certainly not going to make people happy. But it might solve some problems, and it might give people a better horizon with which to help themselves.

Now that we see some of the ways that AI is developing, I wonder if there's better things to do than the traditional conceptualization of UBI. Like, I wonder — I wonder if the future looks something more like Universal Basic Compute than Universal Basic Income, and everybody gets like a slice of GPT-7's compute, and they can use it, they can re-sell it, they can donate it to somebody to use for cancer research. But what you get is not dollars but this like slice — you own part of the the productivity.

Altman was also asked about the "ouster" period where he was briefly fired from OpenAI — to which he gave a careful response: Altman: I think there's always been culture clashes at — look, obviously not all of those board members are my favorite people in the world. But I have serious respect for the gravity with which they treat AGI and the importance of getting AI safety right. And even if I stringently disagree with their decision-making and actions, which I do, I have never once doubted their integrity or commitment to the sort of shared mission of safe and beneficial AGI...

I think a lot of the world is, understandably, very afraid of AGI, or very afraid of even current AI, and very excited about it — and even more afraid, and even more excited about where it's going. And we wrestle with that, but I think it is unavoidable that this is going to happen. I also think it's going to be tremendously beneficial. But we do have to navigate how to get there in a reasonable way. And, like a lot of stuff is going to change. And change is pretty uncomfortable for people. So there's a lot of pieces that we've got to get right...

I really care about AGI and think this is like the most interesting work in the world.

Reddit Grows, Seeks More AI Deals, Plans 'Award' Shops, and Gets Sued (yahoo.com) 45

Reddit reported its first results since going public in late March. Yahoo Finance reports: Daily active users increased 37% year over year to 82.7 million. Weekly active unique users rose 40% from the prior year. Total revenue improved 48% to $243 million, nearly doubling the growth rate from the prior quarter, due to strength in advertising. The company delivered adjusted operating profits of $10 million, versus a $50.2 million loss a year ago. [Reddit CEO Steve] Huffman declined to say when the company would be profitable on a net income basis, noting it's a focus for the management team. Other areas of focus include rolling out a new user interface this year, introducing shopping capabilities, and searching for another artificial intelligence content licensing deal like the one with Google.
Bloomberg notes that already Reddit "has signed licensing agreements worth $203 million in total, with terms ranging from two to three years. The company generated about $20 million from AI content deals last quarter, and expects to bring in more than $60 million by the end of the year."

And elsewhere Bloomberg writes that Reddit "plans to expand its revenue streams outside of advertising into what Huffman calls the 'user economy' — users making money from others on the platform... " In the coming months Reddit plans to launch new versions of awards, which are digital gifts users can give to each other, along with other products... Reddit also plans to continue striking data licensing deals with artificial intelligence companies, expanding into international markets and evaluating potential acquisition targets in areas such as search, he said.
Meanwhile, ZDNet notes that this week a Reddit announcement "introduced a new public content policy that lays out a framework for how partners and third parties can access user-posted content on its site." The post explains that more and more companies are using unsavory means to access user data in bulk, including Reddit posts. Once a company gets this data, there's no limit to what it can do with it. Reddit will continue to block "bad actors" that use unauthorized methods to get data, the company says, but it's taking additional steps to keep users safe from the site's partners.... Reddit still supports using its data for research: It's creating a new subreddit — r/reddit4researchers — to support these initiatives, and partnering with OpenMined to help improve research. Private data is, however, going to stay private.

If a company wants to use Reddit data for commercial purposes, including advertising or training AI, it will have to pay. Reddit made this clear by saying, "If you're interested in using Reddit data to power, augment, or enhance your product or service for any commercial purposes, we require a contract." To be clear, Reddit is still selling users' data — it's just making sure that unscrupulous actors have a tougher time accessing that data for free and researchers have an easier time finding what they need.

And finally, there's some court action, according to the Register. Reddit "was sued by an unhappy advertiser who claims that internet giga-forum sold ads but provided no way to verify that real people were responsible for clicking on them." The complaint [PDF] was filed this week in a U.S. federal court in northern California on behalf of LevelFields, a Virginia-based investment research platform that relies on AI. It says the biz booked pay-per-click ads on the discussion site starting September 2022... That arrangement called for Reddit to use reasonable means to ensure that LevelField's ads were delivered to and clicked on by actual people rather than bots and the like. But according to the complaint, Reddit broke that contract...

LevelFields argues that Reddit is in a particularly good position to track click fraud because it's serving ads on its own site, as opposed to third-party properties where it may have less visibility into network traffic... Nonetheless, LevelFields's effort to obtain IP address data to verify the ads it was billed for went unfulfilled. The social media site "provided click logs without IP addresses," the complaint says. "Reddit represented that it was not able to provide IP addresses."

"The plaintiffs aspire to have their claim certified as a class action," the article adds — along with an interesting statistic.

"According to Juniper Research, 22 percent of ad spending last year was lost to click fraud, amounting to $84 billion."

Could Atomically Thin Layers Bring A 19x Energy Jump In Battery Capacitors? (popularmechanics.com) 27

Researchers believe they've discovered a new material structure that can improve the energy storage of capacitors. The structure allows for storage while improving the efficiency of ultrafast charging and discharging. The new find needs optimization but has the potential to help power electric vehicles. * An anonymous reader shared this report from Popular Mechanics: In a study published in Science, lead author Sang-Hoon Bae, an assistant professor of mechanical engineering and materials science, demonstrates a novel heterostructure that curbs energy loss, enabling capacitors to store more energy and charge rapidly without sacrificing durability... Within capacitors, ferroelectric materials offer high maximum polarization. That's useful for ultra-fast charging and discharging, but it can limit the effectiveness of energy storage or the "relaxation time" of a conductor. "This precise control over relaxation time holds promise for a wide array of applications and has the potential to accelerate the development of highly efficient energy storage systems," the study authors write.

Bae makes the change — one he unearthed while working on something completely different — by sandwiching 2D and 3D materials in atomically thin layers, using chemical and nonchemical bonds between each layer. He says a thin 3D core inserts between two outer 2D layers to produce a stack that's only 30 nanometers thick, about 1/10th that of an average virus particle... The sandwich structure isn't quite fully conductive or nonconductive.

This semiconducting material, then, allows the energy storage, with a density up to 19 times higher than commercially available ferroelectric capacitors, while still achieving 90 percent efficiency — also better than what's currently available.

Are Small Modular Nuclear Reactors Costly and Unviable? (cosmosmagazine.com) 215

The Royal Institution of Australia is a national non-profit hub for science communication, publishing the science magazine Cosmos four times a year.

This month they argued that small modular nuclear reactors "don't add up as a viable energy source." Proponents assert that SMRs would cost less to build and thus be more affordable. However, when evaluated on the basis of cost per unit of power capacity, SMRs will actually be more expensive than large reactors. This 'diseconomy of scale' was demonstrated by the now-terminated proposal to build six NuScale Power SMRs (77 megawatts each) in Idaho in the United States. The final cost estimate of the project per megawatt was around 250 percent more than the initial per megawatt cost for the 2,200 megawatts Vogtle nuclear power plant being built in Georgia, US. Previous small reactors built in various parts of America also shut down because they were uneconomical.
The cost was four to six times the cost of the same electricity from wind and solar photovoltaic plants, according to estimates from the Australian Commonwealth Scientific and Industrial Research Organisation and the Australian Energy Market Operator. "The money invested in nuclear energy would save far more carbon dioxide if it were instead invested in renewables," the article agues: Small reactors also raise all of the usual concerns associated with nuclear power, including the risk of severe accidents, the linkage to nuclear weapons proliferation, and the production of radioactive waste that has no demonstrated solution because of technical and social challenges. One 2022 study calculated that various radioactive waste streams from SMRs would be larger than the corresponding waste streams from existing light water reactors...

Nuclear energy itself has been declining in importance as a source of power: the fraction of the world's electricity supplied by nuclear reactors has declined from a maximum of 17.5 percent in 1996 down to 9.2 percent in 2022. All indications suggest that the trend will continue if not accelerate. The decline in the global share of nuclear power is driven by poor economics: generating power with nuclear reactors is costly compared to other low-carbon, renewable sources of energy and the difference between these costs is widening.

'Tungsten Wall' Leads To Nuclear Fusion Breakthrough (qz.com) 45

A tokamak in France achieved a new record in fusion plasma by using tungsten to encase its reaction, which enabled the sustainment of hotter and denser plasma for longer periods than previous carbon-based designs. Quartz reports: A tokamak is a torus- (doughnut-) shaped fusion device that confines plasma using magnetic fields, allowing scientists to fiddle with the superheated material and induce fusion reactions. The recent achievement was made in WEST (tungsten (W) Environment in Steady-state Tokamak), a tokamak operated by the French Alternative Energies and Atomic Energy Commission (CEA). WEST was injected with 1.15 gigajoules of power and sustained a plasma of about 50 million degrees Celsius for six minutes. It achieved this record after scientists encased the tokamak's interior in tungsten, a metal with an extraordinarily high melting point. Researchers from Princeton Plasma Physics Laboratory used an X-ray detector inside the tokamak to measure aspects of the plasma and the conditions that made it possible.

"These are beautiful results," said Xavier Litaudon, a scientist with CEA and chair of the Coordination on International Challenges on Long duration OPeration (CICLOP), in a PPPL release. "We have reached a stationary regime despite being in a challenging environment due to this tungsten wall."

G5 Severe Geomagnetic Storm Watch Issued For First Time Since 2003 (axios.com) 32

Longtime Slashdot reader davidwr shares a report from Space Weather Prediction Center (SWPC): On Thursday, May 9, 2024, the NOAA Space Weather Prediction Center issued a Severe (G4) Geomagnetic Storm Watch. At least five earth-directed coronal mass ejections (CMEs) were observed and expected to arrive as early as midday Friday, May 10, 2024, and persist through Sunday, May 12, 2024. Several strong flares have been observed over the past few days and were associated with a large and magnetically complex sunspot cluster (NOAA region 3664), which is 16 times the diameter of Earth. [The agency notes this is the first time it's issued a G4 watch since January, 2005.] "Geomagnetic storms can impact infrastructure in near-Earth orbit and on Earth's surface, potentially disrupting communications, the electric power grid, navigation, radio and satellite operations," NOAA said. "[The Space Weather Prediction Center] has notified the operators of these systems so they can take protective action." The agency said it will continue to monitor the ongoing storm and "provide additional warnings as necessary."

A visual byproduct of the storm will be "spectacular displays of aurora," also known as the Northern Lights, that could be seen for much of the northern half of the country "as far south as Alabama to northern California," said the NOAA. "Northern Montana, Minnesota, Wisconsin and the majority of North Dakota appear to have the best chances to see it," reports Axios, citing the SWPC's aurora viewline. "Forecast models Friday showed the activity will likely be the strongest from Friday night to Saturday morning Eastern time."

An anonymous reader quotes a report from the New York Times: Apple's top software executives decided early last year that Siri, the company's virtual assistant, needed a brain transplant. The decision came after the executives Craig Federighi and John Giannandrea spent weeks testing OpenAI's new chatbot, ChatGPT. The product's use of generative artificial intelligence, which can write poetry, create computer code and answer complex questions, made Siri look antiquated, said two people familiar with the company's work, who didn't have permission to speak publicly. Introduced in 2011 as the original virtual assistant in every iPhone, Siri had been limited for years to individual requests and had never been able to follow a conversation. It often misunderstood questions. ChatGPT, on the other hand, knew that if someone asked for the weather in San Francisco and then said, "What about New York?" that user wanted another forecast.

The realization that new technology had leapfrogged Siri set in motion the tech giant's most significant reorganization in more than a decade. Determined to catch up in the tech industry's A.I. race, Apple has made generative A.I. a tent pole project -- the company's special, internal label that it uses to organize employees around once-in-a-decade initiatives. Apple is expected to show off its A.I. work at its annual developers conference on June 10 when it releases an improved Siri that is more conversational and versatile, according to three people familiar with the company's work, who didn't have permission to speak publicly. Siri's underlying technology will include a new generative A.I. system that will allow it to chat rather than respond to questions one at a time. The update to Siri is at the forefront of a broader effort to embrace generative A.I. across Apple's business. The company is also increasing the memory in this year's iPhones to support its new Siri capabilities. And it has discussed licensing complementary A.I. models that power chatbots from several companies, including Google, Cohere and OpenAI.

NASA's Proposed Plasma Rocket Would Get Us to Mars in 2 Months (gizmodo.com) 176

Last week, NASA announced it is working with a technology development company on a new propulsion system that could transport humans to Mars in only two months -- down from the current nine month journey required to reach the Red Planet. Gizmodo reports: NASA's Innovative Advanced Concepts (NIAC) program recently selected six promising projects for additional funding and development, allowing them to graduate to the second stage of development. The new "science fiction-like concepts," as described by John Nelson, NIAC program executive at NASA, include a lunar railway system and fluid-based telescopes, as well as a pulsed plasma rocket.

The potentially groundbreaking propulsion system is being developed by Arizona-based Howe Industries. To reach high velocities within a shorter period of time, the pulsed plasma rocket would use nuclear fission -- the release of energy from atoms splitting apart -- to generate packets of plasma for thrust. It would essentially produce a controlled jet of plasma to help propel the rocket through space. Using the new propulsion system, and in terms of thrust, the rocket could potentially generate up to 22,481 pounds of force (100,000 Newtons) with a specific impulse (Isp) of 5,000 seconds, for remarkably high fuel efficiency. The pulsed plasma rocket would also be capable of carrying much heavier spacecraft, which can be then equipped with shielding against galactic cosmic rays for the crew on board. Phase 2 of NIAC is focused on assessing the neutronics of the system (how the motion of the spacecraft interacts with the plasma), designing the spacecraft, power system, and necessary subsystems, analyzing the magnetic nozzle capabilities, and determining trajectories and benefits of the pulsed plasma rocket, according to NASA.

FDA Recalls Defective iOS App That Injured Over 200 Insulin Pump Users (theverge.com) 40

Jess Weatherbed reports via The Verge: At least 224 people with diabetes have reported injuries linked to a defective iOS app that caused their insulin pumps to shut down prematurely, according to the US Food and Drug Administration (FDA). On Wednesday, the agency announced that California-based medical device manufacturer Tandem Diabetes Care has issued a recall for version 2.7 of the iOS t:connect mobile app, which is used in conjunction with the company's t:slim X2 insulin pump. Specifically, the recall relates to a software issue that can cause the app to repeatedly crash and relaunch, resulting in the pump's battery being drained by excessive Bluetooth communication.

This battery drain can cause the pump to shut down "earlier than typically expected" according to Tandem, though the pump will notify users of an imminent shutdown via an alarm and low-power alert. The company has notified customers to update the mobile app to version 2.7.1 or later, which should fix the defective software. While no physical recall is taking place, the FDA has identified this as a "Class I" recall -- the most serious type, as it relates to issues with products that can potentially cause serious injuries or death. No deaths linked to the issues have been reported as of April 15th. Tandem is encouraging pump users to take particular care when they sleep as it's easier to miss battery depletion warnings, and is asking impacted customers to confirm they have been notified of the recall via this online form. Texas Spot Power Prices Jump Almost 100-Fold On Tight Supply (yahoo.com) 127

ArchieBunker quotes a report from Bloomberg: Texas electricity prices soared almost 100-fold as a high number of power-plant outages raised concerns of a potential evening shortfall. Spot prices at the North Hub, which includes Dallas, jumped to more than $3,000 a megawatt-hour just before 7 p.m. local time, versus about $32 at the same time Tuesday, according to data from the Electric Reliability Council of Texas. This morning, Ercot, as the state's main grid operator is known, issued a "watch" for a potential capacity reserve shortage from about 7-9 p.m., meaning the buffer of spare supplies could fall to low enough levels to call on back-up generation, cancel or delay outages or curb usage.

The conditions are the tightest of the year so far and raises the risk of prices rising to the $5,000 cap -- which they last did on April 16, when Ercot also warned of a potential shortfall. Unusually hot weather in the region has boosted demand for cooling and lowered the efficiency of many power plants. Wind output has also fallen from a day earlier and there are more outages. "Ercot has not called for conservation this evening," it said by email. "The grid is operating under normal conditions at this time."

Apple To Power AI Tools With In-House Server Chips This Year (bloomberg.com) 17

Apple will deliver some of its upcoming AI features this year via data centers equipped with its own in-house processors, part of a sweeping effort to infuse its devices with AI capabilities. From a report: The company is placing high-end chips -- similar to ones it designed for the Mac -- in cloud-computing servers designed to process the most advanced AI tasks coming to Apple devices, according to people familiar with the matter. Simpler AI-related features will be processed directly on iPhones, iPads and Macs, said the people, who asked not to be identified because the plan is still under wraps.

The move is part of Apple's much-anticipated push into generative artificial intelligence -- the technology behind ChatGPT and other popular tools. The company is playing catch-up with Big Tech rivals in the area but is poised to lay out an ambitious AI strategy at its Worldwide Developers Conference on June 10. Apple's plan to use its own chips and process AI tasks in the cloud was hatched about three years ago, but the company accelerated the timeline after the AI craze -- fueled by OpenAI's ChatGPT and Google's Gemini -- forced it to move more quickly. The first AI server chips will be the M2 Ultra, which was launched last year as part of the Mac Pro and Mac Studio computers, though the company is already eyeing future versions based on the M4 chip

Record-Breaking Increase in CO2 Levels in World's Atmosphere (theguardian.com) 89

The largest ever recorded leap in the amount of carbon dioxide laden in the world's atmosphere has just occurred, according to researchers who monitor the relentless accumulation of the primary gas that is heating the planet. From a report: The global average concentration of carbon dioxide in March this year was 4.7 parts per million (or ppm) higher than it it was in March last year, which is a record-breaking increase in CO2 levels over a 12-month period. The increase has been spurred, scientists say, by the periodic El Nino climate event, which has now waned, as well as the ongoing and increasing amounts of greenhouse gases expelled into the atmosphere due to the burning of fossil fuels and deforestation.

"It's really significant to see the pace of the increase over the first four months of this year, which is also a record," said Ralph Keeling, director of the CO2 Program at UC San Diego's Scripps Institution of Oceanography. "We aren't just breaking records in CO2 concentrations, but also the record in how fast it is rising." The global CO2 readings have been taken from a station perched upon the Mauna Loa volcano in Hawaii since the measurements began in 1958 under Keeling's father, Charles. The concentrations of CO2 have increased each year since, as the heat-trapping gas continues to progressively accumulate due to rampant emissions from power plants, cars, trucks and other sources, with last year hitting a new global record in annual emissions.

US Libraries Are Battling High Prices For Better E-Book Access (axios.com) 39

Librarians are fighting a nationwide battle against high e-book prices, which so far has yielded minimal results. Despite efforts and temporary legislative victories, strict renewal and loan policies imposed by publishers keep e-book costs high, limiting the number of popular titles libraries can offer and leading to frustration among patrons. Axios reports: Publishers typically require libraries to renew the license to each e-book every two years, or after 26 loans -- policies that libraries call prohibitively expensive. This restricts the number of e-books -- particularly popular bestsellers -- that they can lend out to patrons, who are angry and baffled by the limitations. Readers love the free (to them) apps that allow them to borrow countless e-books and audiobooks: Libby (the dominant one, run by OverDrive) and hoopla. But some libraries say that the cost of renewing their contracts with OverDrive and hoopla are prohibitive, so they're dropping the apps -- hoopla in particular.

The Association of American Publishers argues that it must protect the rights of copyright owners -- that is, authors -- to be fairly compensated for their work. hoopla and Libby say they're just the middlemen. "It's really not up to us, to be honest," Ann Ford, a vice president at hoopla, tells Axios. "It's the publishers that make the rules."
Libraries have a "unique and determinative public mission" that should entitle them to more favorable e-book purchasing terms when using public funds, says Kyle Courtney, a lawyer and Harvard librarian who drafted model e-book legislation for states.

"These are nonnegotiable contracts, and the libraries have been trying to get a deal for years. We need the coercive power of the state sitting behind us at the table saying, 'We need a special slice of the pie.'"

US Eyes Curbs on China's Access To AI Software Behind Apps Like ChatGPT (reuters.com) 27

The Biden administration is poised to open up a new front in its effort to safeguard U.S. AI from China with preliminary plans to place guardrails around the most advanced AI models, the core software of artificial intelligence systems like ChatGPT, Reuters reported Wednesday. From the report: The Commerce Department is considering a new regulatory push to restrict the export of proprietary or closed source AI models, whose software and the data it is trained on are kept under wraps, three people familiar with the matter said. Any action would complement a series of measures put in place over the last two years to block the export of sophisticated AI chips to China in an effort to slow Beijing's development of the cutting edge technology for military purposes. Even so, it will be hard for regulators to keep pace with the industry's fast-moving developments.

Currently, nothing is stopping U.S. AI giants like Microsoft-backed OpenAI, Alphabet's Google DeepMind and rival Anthropic, which have developed some of the most powerful closed source AI models, from selling them to almost anyone in the world without government oversight. Government and private sector researchers worry U.S. adversaries could use the models, which mine vast amounts of text and images to summarize information and generate content, to wage aggressive cyber attacks or even create potent biological weapons. To develop an export control on AI models, the sources said the U.S. may turn to a threshold contained in an AI executive order issued last October that is based on the amount of computing power it takes to train a model. When that level is reached, a developer must report its AI model development plans and provide test results to the Commerce Department.

Heat Waves In North Pacific May Be Due To China Reducing Aerosols 54

Computer models have found that recent heat waves in the north Pacific may be due to a large reduction in aerosols emitted by factories in China. The findings have been published in the Proceedings of the National Academy of Sciences. Phys.Org reports: In this new effort, the research team noted that the onset of the heat waves appeared to follow successful efforts by the Chinese government to reduce aerosol emissions from their country's factories. Beginning around 2010, factories and power generating plants in China began dramatically reducing emissions of aerosols such as sulfate, resulting in much cleaner air. Noting that aerosols can act like mirrors floating in the air, reflecting heat from the sun back into space, and also pointing out that earlier research efforts had suggested that massive reductions of aerosols in one place could lead to warming in other places -- they wondered if reductions of aerosols in China might be playing a role in the heat waves that began happening in the north Pacific.

To find out if that might be the case, the team began collecting data and then input it into 12 different computer climate models. They ran them under two conditions -- one where emissions from East Asia remained as they were over the past several decades and one where they dropped in the way they had in reality. They found that the models with no declines did not cause much change elsewhere, whereas those with aerosol drops showed heat waves occurring in the northeast parts of the Pacific Ocean.

The models also showed why -- as less heat was reflected back into space over China, warming of coastal regions in Asia began, resulting in the development of high-pressure systems. That in turn made low-pressure systems in the middle Pacific more intense. And that resulted in the Aleutian Low growing bigger and moving south which weakened the westerly winds that typically cool the sea surface. The result was hotter conditions.

Renewable Energy Passes 30% of World's Electricity Supply (theguardian.com) 153

Renewable energy accounted for more than 30% of the world's electricity for the first time last year, according to climate thinktank Ember. The Guardian reports: Clean electricity has already helped to slow the growth in fossil fuels by almost two-thirds in the past 10 years, according to the report by climate thinktank Ember. It found that renewables have grown from 19% of electricity in 2000 to more than 30% of global electricity last year. Solar was the main supplier of electricity growth, according to Ember, adding more than twice as much new electricity generation as coal in 2023. It was the fastest-growing source of electricity for the 19th consecutive year, and also became the largest source of new electricity for the second year running, after surpassing wind power.

The first comprehensive review of global electricity data covers 80 countries, which represent 92% of the world's electricity demand, as well as historic data for 215 countries. The surge in clean electricity is expected to power a 2% decrease in global fossil fuel generation in the year ahead, according to Ember. [...] World leaders are aiming to grow renewables to 60% of global electricity by 2030 under an agreement struck at the UN's Cop28 climate change conference in December. This would require countries to triple their current renewable electricity capacity in the next six years, which would almost halve power sector emissions.

UK Startup 'Wayve' Gets $1 Billion Funding For Self-Driving Car Tech (bbc.com) 3

Wayve, a UK-based AI firm focused on developing self-driving car technology, has secured a record $1.05 billion in funding, with Microsoft and Nvidia participating in the round led by SoftBank. According to the BBC, this investment is the largest for an AI company in Europe. The BBC reports: Wayve says the funding will allow it to help build the autonomous cars of the future. [...] Wayve is developing technology intended to power future self-driving vehicles by using what it calls "embodied AI." Unlike AI models carrying out cognitive or generative tasks such as answering questions or creating pictures, this new technology interacts with and learns from real-world surroundings and environments. "[The investment] sends a crucial signal to the market of the strength of the UK's AI ecosystem, and we look forward to watching more AI companies here thrive and scale," said Wayve head Alex Kendall.

Apple Announces M4 With More CPU Cores and AI Focus (arstechnica.com) 66

An anonymous reader quotes a report from Ars Technica: In a major shake-up of its chip roadmap, Apple has announced a new M4 processor for today's iPad Pro refresh, barely six months after releasing the first MacBook Pros with the M3 and not even two months after updating the MacBook Air with the M3. Apple says the M4 includes "up to" four high-performance CPU cores, six high-efficiency cores, and a 10-core GPU. Apple's high-level performance estimates say that the M4 has 50 percent faster CPU performance and four times as much graphics performance. Like the GPU in the M3, the M4 also supports hardware-accelerated ray-tracing to enable more advanced lighting effects in games and other apps. Due partly to its "second-generation" 3 nm manufacturing process, Apple says the M4 can match the performance of the M2 while using just half the power.

As with so much else in the tech industry right now, the M4 also has an AI focus; Apple says it's beefing up the 16-core Neural Engine (Apple's equivalent of the Neural Processing Unit that companies like Qualcomm, Intel, AMD, and Microsoft have been pushing lately). Apple says the M4 runs up to 38 trillion operations per second (TOPS), considerably ahead of Intel's Meteor Lake platform, though a bit short of the 45 TOPS that Qualcomm is promising with the Snapdragon X Elite and Plus series. The M3's Neural Engine is only capable of 18 TOPS, so that's a major step up for Apple's hardware. Apple's chips since 2017 have included some version of the Neural Engine, though to date, those have mostly been used to enhance and categorize photos, perform optical character recognition, enable offline dictation, and do other oddities. But it may be that Apple needs something faster for the kinds of on-device large language model-backed generative AI that it's expected to introduce in iOS and iPadOS 18 at WWDC next month.
A separate report from the Wall Street Journal says Apple is developing a custom chip to run AI software in datacenters. "Apple's server chip will likely be focused on running AI models, also known as inference, rather than in training AI models, where Nvidia is dominant," reports Reuters.
