Europol Says Mobile Roaming Tech Making Its Job Too Hard (theregister.com) 33

Top Eurocops are appealing for help from lawmakers to undermine a privacy-enhancing technology (PET) they say is hampering criminal investigations -- and it's not end-to-end encryption this time. Not exactly. From a report: Europol published a position paper today highlighting its concerns around SMS home routing -- the technology that allows telcos to continue offering their services when customers visit another country. Most modern mobile phone users are tied to a network with roaming arrangements in other countries. EE customers in the UK will connect to either Telefonica or Xfera when they land in Spain, or T-Mobile in Croatia, for example.

While this usually provides a fairly smooth service for most roamers, Europol is now saying something needs to be done about the PETs that are often enabled in these home routing setups. According to the cops, they pointed out that when roaming, a suspect in a criminal case who's using a SIM from another country will have all of their mobile communications processed through their home network. If a crime is committed by a Brit in Germany, for example, then German police couldn't issue a request for unencrypted data as they could with a domestic operator such as Deutsche Telekom.

Labour Party Set for Landslide Win in UK Election (nytimes.com) 283

Britain's Labour Party was projected on Thursday evening to win a landslide election victory, sweeping the Conservative Party out of power after 14 years, in a thundering anti-incumbent revolt that heralded a new era in British politics.

British Prime Minister Rishi Sunak accepted defeat Friday, and said he had called Keir Starmer, the Labour leader, to congratulate him.

The New York Times: Partial results, and an exit poll conducted for the BBC and two other broadcasters, indicated that Labour was on course to win around 405 of the 650 seats in the British House of Commons, versus 154 for the Conservatives. If the projections are confirmed, it would be the worst defeat for the Conservatives in the nearly 200-year history of the party, one that would raise questions about its future -- and even its very viability. Reform U.K., an insurgent, anti-immigration party, was projected to win 4 seats but a significant share of the vote, a robust performance that came at the expense of the Conservatives.

The exit poll, which accurately predicted the winner of the last five British general elections, confirmed the electorate was thoroughly fed up with the Conservatives after a turbulent era that spanned austerity, Brexit, the Covid pandemic, the serial scandals of Prime Minister Boris Johnson and the ill-fated tax-cutting proposals of his successor, Liz Truss. While a Labour victory had long been predicted -- it held a double-digit polling lead over the Conservatives for more than 18 months -- the magnitude of the Tory defeat will reverberate through Britain for months, if not years.

Multiple Nations Enact Mysterious Export Controls On Quantum Computers (newscientist.com) 53

MattSparkes writes: Secret international discussions have resulted in governments across the world imposing identical export controls on quantum computers, while refusing to disclose the scientific rationale behind the regulations. Although quantum computers theoretically have the potential to threaten national security by breaking encryption techniques, even the most advanced quantum computers currently in public existence are too small and too error-prone to achieve this, rendering the bans seemingly pointless.

The UK is one of the countries that has prohibited the export of quantum computers with 34 or more quantum bits, or qubits, and error rates below a certain threshold. The intention seems to be to restrict machines of a certain capability, but the UK government hasn't explicitly said this. A New Scientist freedom of information request for a rationale behind these numbers was turned down on the grounds of national security. France has also introduced export controls with the same specifications on qubit numbers and error rates, as has Spain and the Netherlands. Identical limits across European states might point to a European Union regulation, but that isn't the case. A European Commission spokesperson told New Scientist that EU members are free to adopt national measures, rather than bloc-wide ones, for export restrictions.

New Scientist reached out to dozens of nations to ask what the scientific basis for these matching legislative bans on quantum computer exports was, but was told it was kept secret to protect national security.

Netflix Phasing Out Basic Ads-Free Plan (macrumors.com) 22

Netflix has started booting subscribers off its cheapest ad-free subscription tier, "starting with the UK and Canada, with more countries inevitably to follow," reports MacRumors. From the report: The streaming giant has reportedly begun notifying users via on-screen messages about the last day they can access the service unless they upgrade. One Reddit user shared a notification they had received from the Netflix app, saying: "Your last day to watch Netflix is July 13th. Choose a new plan to keep watching." Customers are being prompted to instead choose the cheaper Standard with ads, or the more expensive Standard or Premium 4K plans.

The Basic plan, which costs $11.99 per month in the United States, has not been available to new subscribers since last year. In its early 2024 earnings call, Netflix announced its intention to retire its Basic plan in some countries where the ads plan has been introduced, starting with Canada and the UK in the second quarter, and then "taking it from there." Netflix said in May that its ad-supported streaming tier has 40 million global monthly active users, up 35 million from a year ago.

Utility Firms Go Nuclear Over Amazon Datacenter Power Deal (theregister.com) 48

Matthew Connatser reports via The Register: Utility firms American Electric Power (AEP) and Exelon have filed an official objection with the Federal Energy Regulatory Commission (FERC) over Talen Energy's nuclear power deal with Amazon. Back in March, Amazon bought a nuclear-powered datacenter from Talen Energy -- an operator of electricity generation and transmission facilities in the US. As part of the deal, Amazon would get 480 MW straight from the 2.7 GW Talen nuclear power plant in Susquehanna, Pennsylvania, and may even be able to upgrade to 960 MW down the line. However, that Susquehanna atomic plant also provides power to PJM Interconnection, the regional power grid operator for much of the eastern US. The two companies -- Talen and PJM -- have an interconnection service agreement (ISA) that sets the rules for how Talen should deliver power to PJM's transmission system.

To better accommodate the nuclear datacenter, Talen and PJM agreed to a new ISA, which has caught the ire of AEP and Exelon. The duo claim Talen and Amazon are basically getting a free ride that other PJM ratepayers will have to pay for, saying that even though Amazon's datacenter isn't directly connected to PJM, it still benefits from the power grid, meaning the other ratepayers are left holding the short end of the stick. Each of the station's two reactors has 1,350 MW available, and Amazon is already able to use 480 MW, and up to 960 MW in the future. If one of the reactors experiences an outage, the ISA says the datacenter is first in line for power from the other reactor, which leaves PJM with far less electricity than normal. That in turn would mean a lower energy supply for PJM's customers, who would have to pay more, at least according to the complaint's reasoning. The Talen-PJM ISA states that in this event, the nuclear datacenter will separate from the plant and get its power elsewhere, but AEP and Exelon are skeptical and want to know how exactly that would work.

The complaint argues Amazon's DC is essentially using the grid, saying the "premise" of the tweaked ISA "is that this datacenter co-located load is like load on a remote island -- one that simply has no impact on the PJM grid and would thus be properly excluded from economic and other responsibility for maintaining the PJM grid. But that storyline does not stand up to scrutiny." "They present their filing as no more than a replacement of older agreements with updated terms and 'clarifications' regarding the parties' roles and obligations," the two utility companies told [PDF] FERC, requesting a hearing over the matter. "The filing [new ISA] casts the submission as a mere housekeeping exercise, as if there is nothing to see here."

The protest adds: "The co-located load should not be allowed to operate as a free rider, making use of, and receiving the benefits of, a transmission system paid for by transmission ratepayers. We have no objection to co-location per se, but such load should pay its fair share of system use and other charges, just like other loads and customers." AEP and Exelon claim the new terms of the ISA contains a key loophole that hinges on the datacenter's co-location with the nuclear power plant, which allows its power usage to not be considered "in-network," even though the power load is synced to PJM's grid and could theoretically get power from it. [...] The end result, or so AEP and Exelon allege, is that Talen would be able to benefit from PJM's services without the associated cost. That would cost other customers between $58 million and $140 million per year overall, according to an analysis from Concentric Energy Advisors CEO Danielle Powers and chairman John Reed included with the filing. AEP and Exelon asked FERC to either hold a hearing to answer questions it feels are unresolved or to reject the new ISA outright. For its part, Talen claims the complaint's narrative is "demonstrably false" and that "transmission is not implicated."

High School AP CS A Exam Takers Struggled Again With Java Array Question 159

theodp writes: As with last year," tweeted College Board's AP Program Chief Trevor Packer, "the most challenging free-response question on this year's AP Computer Science A exam was Q4 on 2D Array." While it takes six pages of the AP CS A exam document [PDF] to ask question 4 (of 4), the ask of students essentially boils down to using Java to move from the current location in a 2-D grid to either immediately below or to the right of that location based on which neighbor contains the lesser value, and adding the value at that location to a total (suggested Java solution, alternative Excel VBA solution). Much like rules of the children's game Pop-O-Matic Trouble, moves are subject to the constraint that you cannot move to the right or ahead if it takes you to an invalid position (beyond the grid dimensions).

Ironically, many of the AP CS A students who struggled with the grid coding problem were likely exposed by their schools from kindergarten on to more than a decade's worth of annual Hour of Code tutorials that focused on the concepts of using code to move about in 2-D grids. The move-up-down-left-right tutorials promoted by schools came from tech-backed nonprofit Code.org and its tech giant partners and have been taught over the years by the likes of Bill Gates, Mark Zuckerberg, and President Obama, as well as characters from Star Wars, Disney Princess movies, and Microsoft Minecraft.

The news of American high school students struggling again with fairly straightforward coding problems after a year-long course of instruction comes not only as tech companies and tech-tied nonprofits lobby state lawmakers to pass bills making CS a high school graduation requirement in the US, but also as a new report from King's College urges lawmakers and educators to address a stark decline in the number of UK students studying computing at secondary school, which is blamed on the replacement of more approachable ICT (Information and Communications Technology) courses with more rigorous computer science courses in 2013 (a switch pushed by Google and Microsoft), which it notes students have perceived as too difficult and avoided taking.

A 'Safe' Chemical in Plastic Bottles Could Reduce Insulin Responsiveness, Increase Diabetes Risk (independent.co.uk) 49

A new study "has found direct evidence linking a key chemical ingredient of plastic bottles to a higher risk of type 2 diabetes," reports the Independent: The study, published in the journal Diabetes, found that the chemical BPA used to make food and drink packages, including plastic water bottles, can reduce sensitivity to the hormone insulin which regulates the body's sugar metabolism. The findings, to be presented at the 2024 Scientific Sessions of the American Diabetes Association, call for the US Environmental Protection Agency to reconsider the safe limits for exposure to BPA in bottles and food containers. Previous studies have already shown that the chemical Bisphenol A (BPA) used to make plastic and epoxy resins could disrupt hormones in humans. While research has linked BPA to diabetes, no previous study has directly assessed if administration of this chemical to humans increases this risk in adults.
The researchers administered the dosage considered safe by America's FDA to about 20 individuals — and discovered they became less responsive to insulin after 4 days. The article includes this warning from the researchers:

New Undersea Power Cables Could Carry Green Energy From Country to Country (cnn.com) 92

What if across the bottom of the Atlantic Ocean, six high-voltage power cables stretched — each over 2,000 miles long.

CNN reports that a group of entrepreneurs "wants to build what would be the world's largest subsea energy interconnector between continents, linking Europe and North America...to connect places like the United Kingdom's west with eastern Canada, and potentially New York with western France...

"The Europe-US cables could send 6 gigawatts of energy in both directions at the speed of light, said Laurent Segalen, founder of the London-based Megawatt-X renewable energy firm, who is also part of the trio proposing the transatlantic interconnector. That's equivalent to what six large-scale nuclear power plants can generate, transmitted in near-real time." The interconnector would send renewable energy both east and west, taking advantage of the sun's diurnal journey across the sky. "When the sun is at its zenith, we probably have more power in Europe than we can really use," said Simon Ludlam, founder and CEO of Etchea Energy, and one of the trio of Europeans leading the project. "We've got wind and we've also got too much solar. That's a good time to send it to a demand center, like the East Coast of the United States. Five, six hours later, it's the zenith in the East Coast, and obviously, we in Europe have come back for dinner, and we get the reverse flow," he added.

The transatlantic interconnector is still a proposal, but networks of green energy cables are starting to sprawl across the world's sea beds. They are fast becoming part of a global climate solution, transmitting large amounts of renewable energy to countries struggling to make the green transition alone. But they are also forging new relations that are reshaping the geopolitical map and shifting some of the world's energy wars down to the depths of the ocean...

Already, energy cables run between several countries in Europe, most of them allied neighbors. Not all of them carry renewable power exclusively — that's sometimes determined by what makes up each country's energy grid — âbut new ones are typically being built for a green energy future. The UK, where land space for power plants is limited, is already connected with Belgium, Norway, the Netherlands and Denmark under the sea. It has signed up to a solar and wind link with Morocco to take advantage of the North African country's many hours of sunlight and strong trade winds that run across the equator. Similar proposals are popping up around the globe. A project called Sun Cable seeks to send solar power from sunny Australia, where land is abundant, to the Southeast Asian nation of Singapore, which also has plenty of sun but very little room for solar farms. India and Saudi Arabia plan to link their respective power grids via the Arabian Sea, part of a broader economic corridor plan to connect Asia, the Middle East and Europe.

According to CNBC, the device starts at $4,128 (29,999 yuan) in China, compared to $3,500 in the U.S. Meanwhile, Apple is already hard at work on a more budget-friendly model. In Bloomberg's "Power On" newsletter, Apple news-breaker Mark Gurman reports today that the tech giant is "working on a cheaper headset, a second Vision Pro model and augmented-reality glasses to better compete with Meta."

Exam Submissions By AI Found To Earn Higher Grades Than Real-Life Students (yahoo.com) 118

Exam submissions generated by AI can not only evade detection but also earn higher grades than those submitted by university students, a real-world test has shown. From a report: The findings come as concerns mount about students submitting AI-generated work as their own, with questions being raised about the academic integrity of universities and other higher education institutions. It also shows even experienced markers could struggle to spot answers generated by AI, the University of Reading academics said.

Peter Scarfe, an associate professor at Reading's School of Psychology and Clinical Language Sciences said the findings should serve as a "wake-up call" for educational institutions as AI tools such as ChatGPT become more advanced and widespread. He said: "The data in our study shows it is very difficult to detect AI-generated answers. There has been quite a lot of talk about the use of so-called AI detectors, which are also another form of AI but (the scope here) is limited." For the study, published in the journal Plos One, Prof Scarfe and his team generated answers to exam questions using GPT-4 and submitted these on behalf of 33 fake students. Exam markers at Reading's School of Psychology and Clinical Language Sciences were unaware of the study. Answers submitted for many undergraduate psychology modules went undetected in 94% of cases and, on average, got higher grades than real student submissions, Prof Scarfe said.

Apple has extended its self-service repair diagnostics tool to 32 European countries, including the UK, France, and Germany. The software, previously limited to technicians, allows customers to perform system configuration after self-repairs on iPhones, Macs, and Studio Displays.

Launched in the U.S. last year, the tool is part of Apple's Self Service Repair program, which provides access to genuine parts, tools, and manuals for select models. The expansion supports 42 Apple products in 33 countries and 24 languages, furthering the company's efforts to extend product lifespan.

'Great Resignation' Enters Third Year (reuters.com) 50

Around 28% of more than 56,000 workers surveyed by PwC said they were "very or extremely likely" to move from their current companies, compared to 19% in 2022, and 26% in 2023. PwC's 2024 "Hopes and Fears" survey also showed workers are embracing emerging technologies such as generative artificial intelligence (GenAI) and prioritizing upskilling amid rising workloads and heightened workplace uncertainty.

Pete Brown, global workforce leader at PwC UK, said employees are placing an "increased premium" on organizations that invest in their skills growth, and so, businesses must prioritize upskilling and employee experience. About 45% of the workers surveyed said they have experienced rising workloads and an accelerating pace of workplace change in the last 12 months, with 62% saying they have seen more change at work in the past year than the previous 12 months. Among employees who use GenAI daily, 82% said they expect it to increase their efficiency in the next 12 months. Reflecting confidence that GenAI opportunities would support their career growth, nearly half of those surveyed by PwC expected GenAI to generate higher salaries, with almost two-thirds hoping these emerging tools will improve the quality of their work.
Carol Stubbings, global markets and tax and legal services leader at PwC UK, said: "The findings suggest that job satisfaction is no longer enough." In order to retain talent and mitigate pressures, Stubbings said employers must invest in staff and tech platforms.

This is a new announcement; the component itself is in early development, and there's no tentative price tag or pre-order date pencilled in... [T]he Framework RISC-V mainboard will use soldered memory and non-upgradeable eMMC storage (though it can boot from microSD cards). Data Dump of Patient Records Possible After UK Hospital Breach (apnews.com) 12

An anonymous reader shared this report from the Associated Press: An investigation into a ransomware attack earlier this month on London hospitals by the Russian group Qilin could take weeks to complete, the country's state-run National Health Service said Friday, as concerns grow over a reported data dump of patient records. Hundreds of operations and appointments are still being canceled more than two weeks after the June 3 attack on NHS provider Synnovis, which provides pathology services primarily in southeast London...

NHS England said Friday that it has been "made aware" that data connected to the attack have been published online. According to the BBC, Qilin shared almost 400GB of data, including patient names, dates of birth and descriptions of blood tests, on their darknet site and Telegram channel... According to Saturday's edition of the Guardian newspaper, records covering 300 million patient interactions, including the results of blood tests for HIV and cancer, were stolen during the attack.

A website and helpline has been set up for patients affected.

Microsoft Admits No Guarantee of Sovereignty For UK Policing Data (computerweekly.com) 88

An anonymous reader shared this report from Computer Weekly: Microsoft has admitted to Scottish policing bodies that it cannot guarantee the sovereignty of UK policing data hosted on its hyperscale public cloud infrastructure, despite its systems being deployed throughout the criminal justice sector.

According to correspondence released by the Scottish Police Authority (SPA) under freedom of information (FOI) rules, Microsoft is unable to guarantee that data uploaded to a key Police Scotland IT system — the Digital Evidence Sharing Capability (DESC) — will remain in the UK as required by law. While the correspondence has not been released in full, the disclosure reveals that data hosted in Microsoft's hyperscale public cloud infrastructure is regularly transferred and processed overseas; that the data processing agreement in place for the DESC did not cover UK-specific data protection requirements; and that while the company has the ability to make technical changes to ensure data protection compliance, it is only making these changes for DESC partners and not other policing bodies because "no one else had asked".

The correspondence also contains acknowledgements from Microsoft that international data transfers are inherent to its public cloud architecture. As a result, the issues identified with the Scottish Police will equally apply to all UK government users, many of whom face similar regulatory limitations on the offshoring of data. The recipient of the FOI disclosures, Owen Sayers — an independent security consultant and enterprise architect with over 20 years' experience in delivering national policing systems — concluded it is now clear that UK policing data has been travelling overseas and "the statements from Microsoft make clear that they 100% cannot comply with UK data protection law".

Officials Query if Any Deaths Directly Linked To UK Hospital Hack (bloomberg.com) 27

Officials are asking if this month's UK hospital hack resulted in fatalities. From a report: As the fallout from a cyberattack affecting hospitals in London enters its third week, doctors have been asked to report any deaths or other serious harms directly linked to the incident. On June 3, a group of ransomware hackers compromised a lab services provider, Synnovis, and locked down the company's systems, triggering major disruptions at hospitals and clinics in South East London. In the first week, doctors delayed 800 planned operations and 700 outpatient appointments and resorted to handwritten records, while a hospital solicited blood from its own clinical workers after the hack. Some of the worst interruptions have been resolved, but many services still haven't been restored.

[...] But amid the recovery, health officials last week circulated a so-called "harms monitoring" form to doctors and clinicians, asking them to record the human toll of the cyberattack. The form, which I have seen, seeks to categorize the damage through a series of questions ranging from minor to major, including "patient died as a DIRECT result of the incident."

According to documents seen by The Register, a collective consultation for a staff transfer under TUPE -- an arrangement by which employment rights are protected under UK law -- begins today (June 17). The UK's third-largest supermarket expects affected staff to meet line managers from June 24, while the transfer date is set for September 16. Contractors will be let go at the end of their current contracts. Asda employs around 5,000 staff in its UK offices. Between 130 and 135 members of the IT team have entered the collective consultation to move to TCS.

The move came as private equity company TDR Capital gained majority ownership of the supermarket group. It was acquired from Walmart by the brothers Mohsin and Zuber Issa and TDR Capital in February 2021 at a value of 6.8 billion pounds. The US retail giant retained "an equity investment." Project Future is a massive shift in the retailer's IT function. It is upgrading a legacy ERP system from SAP ECC -- run on-prem by Walmart -- to the latest SAP S/4HANA in the Microsoft Azure cloud, changing the application software, infrastructure, and business processes at the same time. Other applications are also set to move to Azure, including ecommerce and store systems, while Asda is creating an IT security team for the first time -- the work had previously been carried out by its US owner.

Asda signed up to SAP's "RISE" program in a deal to lift, shift, and transform its ERP system -- a vital plank in the German vendor's strategy to get customers to the cloud -- in December 2021. But the project has already been beset by delays. The UK retailer had signed a three-year deal with Walmart in February 2021 to continue to support its existing system, but was forced to renegotiate to extend the arrangement, saying it planned to move away from the legacy systems before the end of 2024. Although one insider told El Reg that deadline was "totally unachievable," the Walmart deal extends to September 2025, giving the UK retailer room to accommodate further delays without renegotiating the contract.

Asda has yet to migrate a single store to the new infrastructure. The first -- Yorkshire's Otley -- is set to go live by the end of June. One insider pointed out that project managers were trying to book resources from the infrastructure team for later this year and into the next, but, as they were set to transfer to TCS, the infrastructure team did not know who would be doing the work or what resources would be available. "They have a thousand stores to migrate and they're going to be doing that with an infrastructure team who have their eyes on the door. They'll be very professional, but they're not going above and beyond and doing on-call they don't have to do," the insider said.

An anonymous reader quotes a report from The Guardian: Dr Joseph Cotter takes some unusual pieces of luggage on his trips on the London underground. They include a stainless steel vacuum chamber, a few billion atoms of rubidium and an array of lasers that are used to cool his equipment to a temperature just above absolute zero. While not the average kit you would expect to find being dragged into carriages on the District Line, this is the gear that Cotter -- who works at Imperial College London's Centre for Cold Matter -- uses on his underground travels. Though the baggage may be bizarre, it has an ambitious purpose. It is being used to develop a quantum compass -- an instrument that will exploit the behavior of subatomic matter in order to develop devices that can accurately pinpoint their locations no matter where they are placed, paving the way for the creation of a new generation of underground and underwater sensors. The ideal place to test it is the London underground, Cotter and his team have discovered. "We are developing very precise new sensors using quantum mechanics, and these are showing great promise in the laboratory," he told the Observer last week. "However, they are less accurate in real-life settings. That is why we are taking our equipment to the London underground. It's the perfect place for smoothing out the rough edges and getting our equipment to work in real life." [...]

At the heart of the quantum compass -- which could be ready for widespread use in a few years -- is a device known as an accelerometer that can measure how an object's velocity changes over time. This information, combined with the starting point of that object, allows its future positions to be calculated. Mobile phones and laptops possess accelerometers but these versions cannot maintain their accuracy over lengthy periods. However, quantum mechanics offers scientists a way to provide new precision and accuracy by measuring properties of supercool atoms. At extremely low temperatures, atoms behave in a "quantum" way. They act like matter and like waves. "When atoms are ultra-cold, we can use quantum mechanics to describe how they move, and this allows us to make accurate measurements that tell us how our device is changing its position," said Cotter. In the devices -- which have been carried on board London underground track-testing trains and not on commuter services -- rubidium is inserted into the vacuum chamber that lies at the machine's heart. Powerful lasers are then used to cool these atoms to a fraction of a degree above absolute zero (-273.15C). In these conditions, the wave properties of the rubidium atoms are affected by the acceleration of the vehicle that is carrying the equipment, and these minute changes can be measured accurately. The system has been found to work well in a stable laboratory but needs to be tested in more extreme conditions if it is to be turned into a transportable, standalone device that can be used in remote or complex locations, added Cotter.
