Woman With $2.5 Billion In Bitcoin Convicted of Money Laundering (bbc.co.uk) 70

mrspoonsi shares a report from the BBC: A former takeaway worker found with Bitcoin worth more than $2.5 billion has been convicted at Southwark Crown Court of a crime linked to money laundering. Jian Wen, 42, from Hendon in north London, was involved in converting the currency into assets including multi-million-pound houses and jewelry. On Monday she was convicted of entering into or becoming concerned in a money laundering arrangement. The Met said the seizure is the largest of its kind in the UK.

Although Wen was living in a flat above a Chinese restaurant in Leeds when she became involved in the criminal activity, her new lifestyle saw her move into a six-bedroom house in north London in 2017 which was rented for more than $21,000 per month. She posed as an employee of an international jewelry business and moved her son to the UK to attend private school, the Crown Prosecution Service (CPS) said. That same year, Wen tried to buy a string of expensive houses in London, but struggled to pass money-laundering checks and her claims she had earned millions legitimately mining Bitcoin were not believed. She later travelled abroad, buying jewelry worth tens of thousands of pounds in Zurich, and purchasing properties in Dubai in 2019.

Another suspect is thought to be behind the fraud but they remain at large. The Met said it carried out a large scale investigation as part of the case - searching several addresses, reviewing 48 electronic devices, and examining thousands of digital files including many which were translated from Mandarin. The CPS has obtained a freezing order from the High Court, while it carries out a civil recovery investigation that could lead to the forfeiture of the Bitcoin. The value of the Bitcoin was worth around $2.5 billion at the time of initial estimates -- but due to the fluctuation in the currency's value, it has since increased to around $4.3 billion.

Intel Prepares For $100 Billion Spending Spree Across Four US States 18

After securing billions in federal grants and loans, Reuters reports that the company is "planning a $100-billion spending spree across four U.S. states" to build and expand its chip manufacturing factories. From the report: The centerpiece of Intel's five-year spending plan is turning empty fields near Columbus, Ohio, into what CEO Pat Gelsinger described to reporters on Tuesday as "the largest AI chip manufacturing site in the world," starting as soon as 2027. Intel's plan will also involve revamping sites in New Mexico and Oregon and expanding operations in Arizona, where longtime rival Taiwan Semiconductor Manufacturing Co is also building a massive factory that it hopes will receive funding from President Joe Biden's push to bring advanced semiconductor manufacturing back to the United States. Gelsinger said about 30% of the $100-billion plan will be spent on construction costs such as labor, piping and concrete. The remaining will go towards buying chipmaking tools from firms such as ASML, Tokyo Electron, Applied Materials and KLA, among others. Those tools will help bring the Ohio site online by 2027 or 2028, though Gelsinger warned the timeline could slip if the chip market takes a dive. Beyond grants and loans, Intel plans to make most of the purchases from its existing cash flows.

"It will still take three to five years for Intel to become a serious player in the foundry market" for cutting-edge chips, said Kinngai Chan, an analyst at Summit Insights. However, he warned more investment would be needed before Intel could overtake TSMC, adding that the Taiwanese firm could remain the leader for "some time to come." Gelsinger has previously said a second round of U.S. funding for chip factories would likely be needed to re-establish the U.S. as a leader in semiconductor manufacturing, which he reiterated on Tuesday. "It took us three-plus decades to lose this industry. It's not going to come back in three to five years of CHIPS Act" funding, said Gelsinger, who referred to the low-interest-rate funding as "smart capital."

US Broadband Providers To Begin Providing New Comparison Labels (reuters.com) 19

Major U.S. broadband internet providers must start displaying information similar to nutrition labels on food products to help consumers shop for services starting on April 10, under new rules from the Federal Communications Commission. From a report: Verizon Communications said it will begin providing the labels on Wednesday. The FCC first moved to mandate the labels in 2022. Smaller providers will be required to provide labels starting in October. The rules require broadband providers to display, at the point of sale, labels that show prices, speeds, fees and data allowances for both wireless and wired products. Verizon Chief Customer Experience Officer Brian Higgins said in an interview the labels will help consumers make "an equal comparison" between product offerings, speeds and fees.

Higgins said standardized labels across the industry "make it easier for customers to do a comparison of which provider is going to be the best fit for their needs." He said customers will still need to research various bundling offers across carriers. The labels were first unveiled as a voluntary program in 2016. Congress ordered the FCC to mandate them under the 2021 infrastructure law. "Consumers will finally get information they can use to comparison shop, avoid junk fees, and make informed choices about which high-speed internet service is the best fit for their needs and budget," FCC Chair Jessica Rosenworcel said.

The abstract of a new paper published on Journal of Financial Economics: We study aggregate lapsation risk in the life insurance sector. We construct two lapsation risk factors that explain a large fraction of the common variation in lapse rates of the 30 largest life insurance companies. The first is a cyclical factor that is positively correlated with credit spreads and unemployment, while the second factor is a trend factor that correlates with the level of interest rates. Using a novel policy-level database from a large life insurer, we examine the heterogeneity in risk factor exposures based on policy and policyholder characteristics.

Young policyholders with higher health risk in low-income areas are more likely to lapse their policies during economic downturns. We explore the implications for hedging and valuation of life insurance contracts. Ignoring aggregate lapsation risk results in mispricing of life insurance policies. The calibrated model points to overpricing on average. In the cross-section, young, low-income, and high-health risk households face higher effective mark-ups than the old, high-income, and healthy.

Intel Awarded Up To $8.5 Billion in CHIPS Act Grants, With Billions More in Loans Available 29

The White House said Wednesday Intel has been awarded up to $8.5 billion in CHIPS Act funding, as the Biden administration ramps up its effort to bring semiconductor manufacturing to U.S. soil. From a report: Intel could receive an additional $11 billion in loans from the CHIPS and Science Act, which was passed in 2022. The awards will be announced by President Joe Biden in Arizona on Wednesday. The money will help "leading-edge semiconductors made in the United States" keep "America in the driver's seat of innovation," U.S. Secretary of Commerce Gina Raimondo said on a call with reporters. Intel and the White House said their agreement is nonbinding and preliminary and could change.

Intel has long been a stalwart of the U.S. semiconductor industry, developing chips that power many of the world's PCs and data center servers. However, the company has been eclipsed in revenue by Nvidia, which leads in artificial intelligence chips, and has been surpassed in market cap by rival AMD and mobile phone chipmaker Qualcomm.

'Disabling Cyberattacks' Are Hitting Critical US Water Systems, White House Warns (arstechnica.com) 77

An anonymous reader quotes a report from Ars Technica: The Biden administration on Tuesday warned the nation's governors that drinking water and wastewater utilities in their states are facing "disabling cyberattacks" by hostile foreign nations that are targeting mission-critical plant operations. "Disabling cyberattacks are striking water and wastewater systems throughout the United States," Jake Sullivan, assistant to the President for National Security Affairs, and Michael S. Regan, administrator of the Environmental Protection Agency, wrote in a letter. "These attacks have the potential to disrupt the critical lifeline of clean and safe drinking water, as well as impose significant costs on affected communities." [...]

"Drinking water and wastewater systems are an attractive target for cyberattacks because they are a lifeline critical infrastructure sector but often lack the resources and technical capacity to adopt rigorous cybersecurity practices," Sullivan and Regan wrote in Tuesday's letter. They went on to urge all water facilities to follow basic security measures such as resetting default passwords and keeping software updated. They linked to this list of additional actions, published by CISA and guidance and tools jointly provided by CISA and the EPA. They went on to provide a list of cybersecurity resources available from private sector companies.

The letter extended an invitation for secretaries of each state's governor to attend a meeting to discuss better securing the water sector's critical infrastructure. It also announced that the EPA is forming a Water Sector Cybersecurity Task Force to identify vulnerabilities in water systems. The virtual meeting will take place on Thursday. "EPA and NSC take these threats very seriously and will continue to partner with state environmental, health, and homeland security leaders to address the pervasive and challenging risk of cyberattacks on water systems," Regan said in a separate statement.

An anonymous reader quotes a report from The Guardian: Only seven countries are meeting an international air quality standard, with deadly air pollution worsening in places due to a rebound in economic activity and the toxic impact of wildfire smoke, a new report has found. Of 134 countries and regions surveyed in the report, only seven -- Australia, Estonia, Finland, Grenada, Iceland, Mauritius and New Zealand -- are meeting a World Health Organization (WHO) guideline limit for tiny airborne particles expelled by cars, trucks and industrial processes. The vast majority of countries are failing to meet this standard for PM2.5, a type of microscopic speck of soot less than the width of a human hair that when inhaled can cause a myriad of health problems and deaths, risking serious implications for people, according to the report by IQAir, a Swiss air quality organization that draws data from more than 30,000 monitoring stations around the world.

While the world's air is generally much cleaner than it was in much of the past century, there are still places where the pollution levels are particularly dangerous. The most polluted country, Pakistan, has PM2.5 levels more than 14 times higher than the WHO standard, the IQAir report found, with India, Tajikistan and Burkina Faso the next most polluted countries. But even in wealthy and fast-developing countries, progress in cutting air pollution is under threat. Canada, long considered as having some of the cleanest air in the western world, became the worst for PM2.5 last year due to record wildfires that ravaged the country, sending toxic spoke spewing across the country and into the US. In China, meanwhile, improvements in air quality were complicated last year by a rebound in economic activity in the wake of the Covid-19 pandemic, with the report finding a 6.5% increase in PM2.5 levels.

The most polluted urban area in the world last year was Begusarai in India, the sixth annual IQAir report found, with India home to the four most polluted cities in the world. Much of the developing world, particularly countries in Africa, lacks reliable air quality measurements, however. The WHO lowered its guideline for "safe" PM2.5 levels in 2021 to five micrograms per cubic meter and by this measure many countries, such as those in Europe that have cleaned up their air significantly in the past 20 years, fall short. But even this more stringent guideline may not fully capture the risk of insidious air pollution. Research released by US scientists last month found there is no safe level of PM2.5, with even the smallest exposures linked to an increase in hospitalizations for conditions such as heart disease and asthma.

Kids' Cartoons Get a Free Pass From YouTube's Deepfake Disclosure Rules (wired.com) 20

An anonymous reader quotes a report from Wired: YouTube has updated its rulebook for the era of deepfakes. Starting today, anyone uploading video to the platform must disclose certain uses of synthetic media, including generative AI, so viewers know what they're seeing isn't real. YouTube says it applies to "realistic" altered media such as "making it appear as if a real building caught fire" or swapping"the face of one individual with another's." The new policy shows YouTube taking steps that could help curb the spread of AI-generated misinformation as the US presidential election approaches. It is also striking for what it permits: AI-generated animations aimed at kids are not subject to the new synthetic content disclosure rules.

YouTube's new policies exclude animated content altogether from the disclosure requirement. This means that the emerging scene of get-rich-quick, AI-generated content hustlers can keep churning out videos aimed at children without having to disclose their methods. Parents concerned about the quality of hastily made nursery-rhyme videos will be left to identify AI-generated cartoons by themselves. YouTube's new policy also says creators don't need to flag use of AI for "minor" edits that are "primarily aesthetic" such as beauty filters or cleaning up video and audio. Use of AI to "generate or improve" a script or captions is also permitted without disclosure. [...]

The exemption for animation in YouTube's new policy could mean that parents cannot easily filter such videos out of search results or keep YouTube's recommendation algorithm from autoplaying AI-generated cartoons after setting up their child to watch popular and thoroughly vetted channels like PBS Kids or Ms. Rachel. Some problematic AI-generated content aimed at kids does require flagging under the new rules. In 2023, the BBC investigated a wave of videos targeting older children that used AI tools to push pseudoscience and conspiracy theories, including climate change denialism. These videos imitated conventional live-action educational videos -- showing, for example, the real pyramids of Giza -- so unsuspecting viewers might mistake them for factually accurate educational content. (The pyramid videos then went on the suggest that the structures can generate electricity.) This new policy would crack down on that type of video.
"We require kids content creators to disclose content that is meaningfully altered or synthetically generated when it seems realistic," says YouTube spokesperson Elena Hernandez. "We don't require disclosure of content that is clearly unrealistic and isn't misleading the viewer into thinking it's real."

A man has been sentenced for cyber flashing in England for the first time. From a report: Nicholas Hawkes, 39, from Basildon in Essex, was jailed for 66 weeks at Southend Crown Court today after he sent unsolicited photos of his erect penis to a 15-year-old girl and a woman on 9 February. The older victim took screenshots of the offending image on WhatsApp and reported Hawkes to the police the same day.

Cyber flashing became a criminal offence in England with the passage of the Online Safety Act on 31 January. It has been a crime in Scotland since 2010. The offence covers the sending of an unsolicited sexual image to people via social media, dating apps, text message or data-sharing services such as Bluetooth and AirDrop. Victims of cyber flashing get lifelong anonymity from the time they report the offence, as it also falls under the Sexual Offences Act.

Mozilla Firefox 124 Is Now Available for Download (9to5linux.com) 27

An anonymous reader writes: Mozilla Firefox 124 looks like a small update that only updates the Caret Browsing mode to also work in the PDF viewer and adds support for the Screen Wake Lock API to prevent devices from dimming or locking the screen when an application needs to keep running. The Firefox View feature has been updated as well in this release to allow users to sort open tabs by either recent activity (default setting) or tab order. Also, Firefox 124 expands Qwant's availability to all languages in the France region along with Belgium, Italy, Netherlands, Spain, and Switzerland.

This release also adds support for using HTTP(S) and relative URLs when creating WebSockets, as well as support for the AbortSignal: any() static method, which takes an iterable of abort signals and returns an AbortSignal (more details are available here). For Android users, Firefox 124 enables the Pull to Refresh feature, which is now more robust than ever, by default and adds support for the HTML drag and drop API when using a mouse, which accepts plain text or HTML text by the drop operation from external apps.

For macOS users, this release uses the fullscreen API for all types of full-screen windows, promising a better match to the expected macOS user experience for full-screen spaces, the Menubar, and the Dock. If you want to disable this feature, you'll need to set the full-screen-api.macos-native-full-screen preference to false in about:config. For Windows users, this release adds the ability to populate the Windows taskbar jump list more efficiently. According to Mozilla, this change should allow for a "smoother overall browsing experience."

Global Ocean Heat Has Hit a New Record Every Single Day For the Last Year 130

According to new data from the National Oceanic and Atmospheric Administration (NOAA), the world's oceans have hit a new temperature record every day since mid-March last year, fueling concerns for marine life and extreme weather across the planet. From a report: Global average ocean temperatures in 2023 were 0.25 degrees Celsius warmer than the previous year, said Gregory C. Johnson, a NOAA oceanographer. That rise is "is equivalent to about two decades' worth of warming in a single year," he told CNN. "So it is quite large, quite significant, and a bit surprising." Scientists have said ocean heat is being supercharged by human-caused global warming, boosted by El Nino, a natural climate pattern marked by higher-than-average ocean temperatures. The main consequences are on marine life and global weather. Global ocean warmth can add more power to hurricanes and other extreme weather events, including scorching heat waves and intense rainfall. [...]

"At times, the records (in the North Atlantic) have been broken by margins that are virtually statistically impossible," Brian McNoldy, a senior research associate at the University of Miami Rosenstiel School told CNN. If very high ocean temperatures continue into the second half of 2024 and a La Nina event develops -- El Nino's counterpart that tends to amplify Atlantic hurricane season -- "this would increase the risk of a very active hurricane season," Hirschi said. About 90% of the world's excess heat produced by burning planet-heating fossil fuels is stored in the oceans. "Measuring ocean warming allows us to track the status and evolution of planetary warming," Schuckmann told CNN. "The ocean is the sentinel for global warming."

EPA Bans Chrysotile Asbestos (apnews.com) 98

An anonymous reader quotes a report from the Associated Press: The Environmental Protection Agency on Monday announced a comprehensive ban on asbestos, a carcinogen that kills tens of thousands of Americans every year but is still used in some chlorine bleach, brake pads and other products. The final rule marks a major expansion of EPA regulation under a landmark 2016 law that overhauled regulations governing tens of thousands of toxic chemicals in everyday products, from household cleaners to clothing and furniture. The new rule would ban chrysotile asbestos, the only ongoing use of asbestos in the United States. The substance is found in products such as brake linings and gaskets and is used to manufacture chlorine bleach and sodium hydroxide, also known as caustic soda, including some that is used for water purification. [...]

The 2016 law authorized new rules for tens of thousands of toxic chemicals found in everyday products, including substances such as asbestos and trichloroethylene that for decades have been known to cause cancer yet were largely unregulated under federal law. Known as the Frank Lautenberg Chemical Safety Act, the law was intended to clear up a hodgepodge of state rules governing chemicals and update the Toxic Substances Control Act, a 1976 law that had remained unchanged for 40 years. The EPA banned asbestos in 1989, but the rule was largely overturned by a 1991 Court of Appeals decision that weakened the EPA's authority under TSCA to address risks to human health from asbestos or other existing chemicals. The 2016 law required the EPA to evaluate chemicals and put in place protections against unreasonable risks. Asbestos, which was once common in home insulation and other products, is banned in more than 50 countries, and its use in the U.S. has been declining for decades. The only form of asbestos known to be currently imported, processed or distributed for use in the U.S. is chrysotile asbestos, which is imported primarily from Brazil and Russia. It is used by the chlor-alkali industry, which produces bleach, caustic soda and other products. Most consumer products that historically contained chrysotile asbestos have been discontinued. While chlorine is a commonly used disinfectant in water treatment, there are only eight chlor-alkali plants in the U.S. that still use asbestos diaphragms to produce chlorine and sodium hydroxide. The plants are mostly located in Louisiana and Texas.

The use of asbestos diaphragms has been declining and now accounts for less than one-third of the chlor-alkali production in the U.S., the EPA said. The EPA rule will ban imports of asbestos for chlor-alkali as soon as the rule is published but will phase in prohibitions on chlor-alkali use over five or more years to provide what the agency called "a reasonable transition period." A ban on most other uses of asbestos will effect in two years. A ban on asbestos in oilfield brake blocks, aftermarket automotive brakes and linings and other gaskets will take effect in six months. The EPA rule allows asbestos-containing sheet gaskets to be used until 2037 at the U.S. Department of Energy's Savannah River Site in South Carolina to ensure that safe disposal of nuclear materials can continue on schedule. Separately, the EPA is also evaluating so-called legacy uses of asbestos in older buildings, including schools and industrial sites, to determine possible public health risks. A final risk evaluation is expected by the end of the year.

Indiana Becomes 9th State To Make CS a High School Graduation Requirement 42

Longtime Slashdot reader theodp writes: Last October, tech-backed nonprofit Code.org publicly called out Indiana in its 2023 State of Computer Science Education report, advising the Hoosier state it needed to heed Code.org's new policy recommendation and "adopt a graduation requirement for all high school students in computer science." Having already joined 49 other Governors who signed a Code.org-organized compact calling for increased K-12 CS education in his state after coming under pressure from hundreds of the nation's tech, business, and nonprofit leaders, Indiana Governor Eric J. Holcomb apparently didn't need much convincing. "We must prepare our students for a digitally driven world by requiring Computer Science to graduate from high school," Holcomb proclaimed in his January State of the State Address. Two months later -- following Microsoft-applauded testimony for legislation to make it so by Code.org partners College Board and Nextech (the Indiana Code.org Regional Partner which is also paid by the Indiana Dept. of Education to prepare educators to teach K-12 CS, including Code.org's curriculum) -- Holcomb on Wednesday signed House Bill 1243 into law, making CS a HS graduation requirement. The IndyStar reports students beginning with the Class of 2029 will be required to take a computer science class that must include instruction in algorithms and programming, computing systems, data and analysis, impacts of computing and networks and the internet.

The new law is not Holcomb's first foray into K-12 CS education. Back in 2017, Holcomb and Indiana struck a deal giving Infosys (a big Code.org donor) the largest state incentive package ever -- $31M to bring 2,000 tech employees to Central Indiana — that also promised to make Indiana kids more CS savvy through the Infosys Foundation USA, headed at the time by Vandana Sikka, a Code.org Board member and wife of Infosys CEO Vishal Sikka. Following the announcement of the now-stalled deal, Holcomb led a delegation to Silicon Valley where he and Indiana University (IU) President Michael McRobbie joined Code.org CEO Hadi Partovi and Infosys CEO Vishal Sikka on a Thought Leader panel at the Infosys Confluence 2017 conference to discuss Preparing America for Tomorrow. At the accompanying Infosys Crossroads 2017 CS education conference, speakers included Sikka's wife Vandana, McRobbie's wife Laurie Burns McRobbie, Nextech President and co-CEO Karen Jung, Code.org execs, and additional IU educators. Later that year, IU 'First Lady' Laurie Burns McRobbie announced that Indiana would offer the IU Bloomington campus as a venue for Infosys Foundation USA's inaugural Pathfinders Summer Institute, a national event for K-12 teacher education in CS that offered professional development from Code.org and Nextech, as well as an unusual circumvent-your-school's-approval-and-name-your-own-stipend funding arrangement for teachers via an Infosys partnership with the NSF and DonorsChoose that was unveiled at the White House.

US Supreme Court Seems Wary of Curbing US Government Contacts With Social Media Platforms (reuters.com) 113

U.S. Supreme Court justices on Monday appeared skeptical of a challenge on free speech grounds to how President Joe Biden's administration encouraged social media platforms to remove posts that federal officials deemed misinformation, including about elections and COVID-19. From a report: The justices heard oral arguments in the administration's appeal of a lower court's preliminary injunction constraining how White House and certain other federal officials communicate with social media platforms. The Republican-led states of Missouri and Louisiana, along with five individual social media users, sued the administration.

They argued that the government's actions violated the U.S. Constitution's First Amendment free speech rights of users whose posts were removed from platforms such as Facebook, YouTube, and Twitter, now called X. The case tests whether the administration crossed the line from mere communication and persuasion to strong arming or coercing platforms - sometimes called "jawboning" - to unlawfully censor disfavored speech, as lower courts found.

xAI has opened sourced its large language model Grok. From a report: The move, which Musk had previously proclaimed would happen this week, now enables any other entrepreneur, programmer, company, or individual to take Grok's weights -- the strength of connections between the model's artificial "neurons," or software modules that allow the model to make decisions and accept inputs and provide outputs in the form of text -- and other associated documentation and use a copy of the model for whatever they'd like, including for commercial applications.

"We are releasing the base model weights and network architecture of Grok-1, our large language model," the company announced in a blog post. "Grok-1 is a 314 billion parameter Mixture-of-Experts model trained from scratch by xAI." Those interested can download the code for Grok on its Github page or via a torrent link. Parameters refers to the weights and biases that govern the model -- the more parameters, generally the more advanced, complex and performant the model is. At 314 billion parameters, Grok is well ahead of open source competitors such as Meta's Llama 2 (70 billion parameters) and Mistral 8x7B (12 billion parameters). Grok was open sourced under an Apache License 2.0, which enables commercial use, modifications, and distribution, though it cannot be trademarked and there is no liability or warranty that users receive with it. In addition, they must reproduce the original license and copyright notice, and state the changes they've made.

YouTube Now Requires Creators To Label AI-Generated Content (cnn.com) 29

Starting Monday, YouTube creators will be required to label when realistic-looking videos were made using artificial intelligence, part of a broader effort by the company to be transparent about content that could otherwise confuse or mislead users. From a report: When a user uploads a video to the site, they will see a checklist asking if their content makes a real person say or do something they didn't do, alters footage of a real place or event, or depicts a realistic-looking scene that didn't actually occur. The disclosure is meant to help prevent users from being confused by synthetic content amid a proliferation of new, consumer-facing generative AI tools that make it quick and easy to create compelling text, images, video and audio that can often be hard to distinguish from the real thing.

Online safety experts have raised alarms that the proliferation of AI-generated content could confuse and mislead users across the internet, especially ahead of elections in the United States and elsewhere in 2024. YouTube creators will be required to identify when their videos contain AI-generated or otherwise manipulated content that appears realistic -- so that YouTube can attach a label for viewers -- and could face consequences if they repeatedly fail to add the disclosure.

The Guardian reports that this week "Bernie Sanders, the independent senator from Vermont who twice ran for the Democratic presidential nomination, introduced a bill to establish a four-day US working week." "Moving to a 32-hour workweek with no loss of pay is not a radical idea," Sanders said on Thursday. "Today, American workers are over 400% more productive than they were in the 1940s. And yet millions of Americans are working longer hours for lower wages than they were decades ago. "That has got to change. The financial gains from the major advancements in artificial intelligence, automation and new technology must benefit the working class, not just corporate chief executives and wealthy stockholders on Wall Street.

"It is time to reduce the stress level in our country and allow Americans to enjoy a better quality of life. It is time for a 32-hour workweek with no loss in pay."

The proposed bill "has received the endorsement of the American Federation of Labor and Congress of Industrial Organizations, United Auto Workers, the Service Employees International Union, the Association of Flight Attendants" — as well as several other labor unions, reports USA Today: More than half of adults employed full time reported working more than 40 hours per week, according to a 2019 Gallup poll... More than 70 British companies started to test a four-day workweek last year, and most respondents reported there has been no loss in productivity.
A statement from Senator Sanders: Bill Gates, the founder of Microsoft, and Jamie Dimon, the CEO of JP Morgan Chase, predicted last year that advancements in technology would lead to a three or three-and-a-half-day workweek in the coming years. Despite these predictions, Americans now work more hours than the people of most other wealthy nations, but are earning less per week than they did 50 years ago, after adjusting for inflation.
"Sanders also pointed to other countries that have reduced their workweeks, such as France, Norway and Denmark," adds NBC News.

USA Today notes that "While Sanders' role as chair of the Senate Health, Education, Labor, and Pensions Committee places a greater focus on shortening the workweek, it is unlikely the bill will garner enough support from Republicans to become federal law and pass in both chambers."

And political analysts who spoke to ABC News "cast doubt on the measure's chances of passage in a divided Congress where opposition from Republicans is all but certain," reports ABC News, "and even the extent of support among Democrats remains unclear."

Why Oregon's Drug Decriminalization Failed (msn.com) 194

In 2020 Oregon passed Measure 110, decriminalizing possession of small amounts of drugs.

But now "America's most radical experiment with drug decriminalization has ended," writes the Atlantic, "after more than three years of painful results." Oregon Governor Tina Kotek has pledged to sign legislation repealing the principal elements of the ballot initiative... Possessing hard drugs is again a crime in Oregon, and courts will return to mandating treatment for offenders. Oregonians had supported Measure 110 with 59 percent of the vote in 2020, but three years later, polling showed that 64 percent wanted some or all of it repealed...

More than $260 million were allocated to services such as naloxone distribution, employment and housing services, and voluntary treatment... Once drugs were decriminalized and destigmatized, the thinking went, those who wanted to continue using would be more willing to access harm-reduction services that helped them use in safer ways. Meanwhile, the many people who wanted to quit using drugs but had been too ashamed or fearful to seek treatment would do so. Advocates foresaw a surge of help-seeking, a reduction in drug-overdose deaths, fewer racial disparities in the health and criminal-justice systems, lower rates of incarceration, and safer neighborhoods for all...

Measure 110 did not reduce Oregon's drug problems. The drug-overdose-death rate increased by 43 percent in 2021, its first year of implementation — and then kept rising. The latest CDC data show that in the 12 months ending in September 2023, deaths by overdose grew by 41.6 percent, versus 2.1 percent nationwide. No other state saw a higher rise in deaths... Neither did decriminalization produce a flood of help-seeking. The replacement for criminal penalties, a $100 ticket for drug possession with the fine waived if the individual called a toll-free number for a health assessment, with the aim of encouraging treatment, failed completely. More than 95 percent of people ignored the ticket, for which — in keeping with the spirit of Measure 110 — there was no consequence. The cost of the hotline worked out to about $7,000 per completed phone call, according to The Economist. These realities, as well as associated disorder such as open-air drug markets and a sharp rise in violent crime — while such crime was falling nationally — led Oregonians to rethink their drug policy.

The article notes that Oregon was the first U.S. state to decriminalize marijuana back in 1973, and had long shown low rates of imprisonment for non-violent crimes (diverting offenders into so-called "drug courts" which could mandate treatment or order court-directed supervision). "However, after Measure 110 was passed and the threat of jail time eliminated, the flow of people into these programs slowed."

But "One thing Measure 110 got right, at least in principle, is that Oregon's addiction-treatment system was grossly underfunded," the article concludes. And it adds that the newly-passed law now "provides extensive new funding for immediate needs, including detox facilities, sobering centers, treatment facilities, and the staff to support those services."

They recommend other states adopt "adequately funded, evidence-based prevention and treatment" — and instead of punitive incarcerations, "use criminal justice productively to discourage drug use."

Did the Plastic Industry Knowingly Push Recycling Myths For Decades? (pbs.org) 101

A PBS reporter "digs into a new report covering the plastic industry's tactics to push recycling — and avoid regulation," according to a new video from PBS News Weekend: A new report by the Center for Climate Integrity, an environmentalist group, says newly uncovered statements from oil and plastics executives underscore the industry's decades-long secret skepticism about the viability and efficacy of recycling. The authors of the report reviewed old investigations and new documents, including previously unknown assertions from industry executives. In 1994, one Exxon Chemical executive put the industry's support for plastics recycling in blunt terms, saying "we are committed to the activities, but not committed to the results."

Another representative from Dupont noted in 1992 that recycling goals were set knowing full well "they were unlikely to meet them."

In the video NPR correspondent Michael Copley says "I think it's always striking, when you see a report like this that unearths new statements, new quotes, and to see the way in which they really seem to view recycling as sort of public relations tool, as opposed to an environmental tool that they sort of presented publicly..." I think the other reason why this matters is, it could potentially be legally problematic for the industry. And by that I mean the oil and gas industry right now is facing dozens of lawsuits from states and localities, based in part on statements it made about climate change and fossil fuel, going back decades. We know that the state of California has opened an investigation into the role of oil and gas companies and the petrochemical industry in the creation of the plastic waste crisis that we're facing. And the group that put out the report, the Center for Climate Integrity, was upfront, saying that it was compiling this to serve as kind of the fact basis, or the basis of evidence, for potential legal action.
A plastics trade group accused the report of citing "outdated, decades-old technologies" and "mischaracterizing the current state of the industry," saying they're looking to have all plastic packaging be "reused, recycled, and recovered by 2040."

But PBS's reporter counters that there's "deep skepticism" of the economics from market analysts — as well as from material scientists. "Obviously the industry has put out this promise. I think that its critics will say, 'We have been hearing these promises, or promises like it, for decades now, and that there's nothing in the record to think that now is any different."

He adds that activists and businesses agree that government regulation will ultimately play a big role. "That gets back in large part to the economics of this. If companies don't have to deal with these costs, it's hard to imagine that they will in a sustained way create systems to deal with this if they don't have to."

So what's the solution? Some ideas being seriously discussed:
  • Reducing plastic production "to a level that is more manageable with recycling systems."
  • Getting rid of types of plastic that are "especially hard to recycle or you can't recycle."
  • "Being more transparent about what chemicals go into this stuff that again make recycling hard."

An anonymous reader shared this report: After 20 years of development, the open source GnuCOBOL "has reached an industrial maturity and can compete with proprietary offers in all environments," said OCamlPro founder and GnuCOBOL contributor Fabrice Le Fessant, in a FOSDEM talk about the technology. GnuCOBOL turns COBOL source code into executable applications. It is very cross-platform, running Linux, BSD, many proprietary Unixes, macOS, and Windows, even Android. And the latest version, v.32, is being used in many commercial settings...

Sobisch noted that the GnuCOBOL is seeing a lot of commercial deployments, such as for banking back-end apps, many of which are being migrated from Micro Focus, with users reporting performance improvements as a result. The French DGFIP federal agency moved from a GCOS mainframe to GnuCOBOL, with the help of Le Fessant's firm.

Originally called OpenCOBOL, the project was started in 2002 and renamed GnuCOBOL in 2013. In the past three years, it has received attention from 13 contributors with 460 commits. Most Linux package managers have a copy of GnuCOBOL for the program for downloading... It can compile to C code (C89+), making it extremely portable, from mainframes to Raspberry Pi's, Sobisch said...

Also new is SuperBOL, a development studio for GnuCOBOL developed by Le Fessant's OCamlPro. It runs as a VSCode Extension and features a full COBOL processor (written in OCaml).
