You need to own chip fabs to actually "make" CPUs. Intel has fabs, and is building more. Nvidia begs for time on 3rd party fabs to get their stuff made.
I wouldn't characterize paying for a service from which there are multiple suppliers as begging. I am sure Intel has third party component and machine suppliers they don't make everything from dirt do they?
Multiple suppliers? You mean 2, one of whom (Samsung) may or may not not be especially amenable to making a possible future competitor's chips?
TSMC and Samsung can't make enough chips right now. There's no clear sign this will get better anytime soon. Might be a good time to have your own fabs, even if you're a generation behind.
