This story keeps getting ressurrected every 5-10 years since 1951. First, most of the oil in question is locked in shale. The shale in question is very tight shale, which makes oil extraction difficult. Second, less controversial estimates of the amoutn of recoverable oil is only 3-5 billion barrels. Texaco and Shell attempted shale oil recovery in the 80's during the last oil "crisis" in Colorado - and the aborted effort nearly bankrupted several neighboring communities.
