Highlander404 writes "After Earthlink had to pay the city of Houston $5 million for defaulting on a contract to build a citywide wireless network last year, the city has decided to use about 70% of that money on building 10 free wireless network "bubbles" in low-income parts of the city. Mayor Bill White said the long-term possibility is that the bubbles could be connected and the areas between them added to the network, providing WiFi access across the city. The activation of the first of these zones was announced Monday. Upload and download speeds are said to be 3 Mbps." Link to Original Source
